If a ranger has 2 weapon fighting and at third level, selects Horde Breaker, does that mean they can attack twice in the same turn with both weapons, or just twice with the main weapon?

Horde Breaker is "once on each of your turns"

 

Even if you make 6 weapon attacks using a combination of extra attack + action surge (2 levels of fighter) + haste + bonus action two weapon fighting, Horde Breaker will only ever give you the one extra attack.

 

Horde Breaker of course can only grant you an extra attack during your turn, not during enemy turns in case they trigger an opportunity attack.

 

Colossus Slayer can trigger once on any turn. So if an enemy provokes an attack of opportunity you may deal the extra damage. Several ways to get reliable chances to make opportunity attacks are the Polearm Master feat, or the Combat Maneuver Riposte, which fighters or UA Spell-less Ranger have access to. If your DM is open to implementing the optional cleave rule, Colossus Slayer will be a good way to make overflow damage onto another adjacent enemy.
