Reincarnated as a Dekanter Goblin

Hi, My group are made up of veteran first ed players (me included) and a few novices players, I've just come back into the fold after a few years out and last played second ed. Now I'm now playing 3.5 ed with the group and have come across a situation that requires the knoweldge of a wise and experienced adventurer, either them or a Wizards employee that knows their stuff. The help will be greatly appreciated as your answer will go up against the player in the group that attempts to know everything.

 

The entire party are level 16, yesterday evening I (a Goblin Rogue Shadowdancer) and another party member were forced to fight each other after being affected by an Umberhulk resulting in my death by said know it all.

 

After choosing reincarnation the table was turned and it just so turned out I was reincarnated into the ugliest looking Goblin of them all, a Dekanter Goblin. Now the all knowing claims that because I gain 2 +4 natural levels to effectively 22, that I now don't start levelling up again until the the rest of the party all hit level 22.

 

Is this correct? he is a player and not the DM I might add and the DM is none the wiser either, help will be greatly appreciated.

This belongs in the Previous Editions forum, but I don't be a stickler about it because the forums are about to shut down. I'm posting from a phone as a reminder to get back to you once I'm at a full keyboard, because handling level adjustments in 3.X is one of that system's biggest numeric hurdles.

There really should have been something for Level Adjustment that worked like the nonassociated class level rules for monsters, allowing it to cost less when it has very little practical benefit.  Though to be fair, the same could sometimes be said of multiclassing (racial Hit Dice and Level Adjustment from a monstrous race being essentially a specific kind of multiclassing).
