When you successfully cast this spell on a creature. While he is helpless, does he save at a disadvantage if you cast a spell based on Dex. IE fireball

Depends on what you mean by "helpless".

 

Unconcious, stunned, paralzied, and petrified automaticly fail Dex and Str saves.
