Warlock question

My wife is creating a character with levels of Warlock. Her question is: at level five, a Warlock has so many spell slots of third level. Does this mean the Warlock cannot cast a spell at a level lower than third, or that third level is the maximum?

you can cast spells of a lower level in a higher level slot. in fact many spells become more powerfull when cast at a higher level.
dissonant whispers for instance, will deal an extra 2d6 damage when used with a level 3 slot.

It means she casts any spell she knows of 3rd level or lower with that 3rd-level slot. Some spells get a bump for being cast at higher levels, some don't. You can always cast a spell with a spell slot of equal or higher level no matter what. So if you want to cast Mage Armor with a 9th-level slot, you can.
