Wild Shape forms do not scale?

Looking over the rules for the Druid's Wild Shape, am I right to assume that the forms do not increase in power as the player gains levels (much like you can up-cast a lower level spell for greater effect), meaning the only way to increase in power in Beast Form to select a different creature.

What if a character wants to use shapeshift but only with a specific animal, for story purposes? Like a Lion, or a giant Spider, or something like that. There'd be no way those base forms would be any better, so other forms that don't meet their personal lore would be inferior.

Any suggestions to fix this? Or am I reading something incorrectly?
