Imagine a badass looking time wizard here.

So, I just came up with a concept for a chronomancer wizard. If you are unfamiliar with the word, it pretty much means a wizard who can use magic to affect the forces of time and space in his will. Although how much he affects it is completely dependent on his spell list. So, I've been wondering which spells I could skin to give this effect to my wizard, and other suggestions for race and background could be useful. The Transmutation school seems to have the cool spells that give this image of a time-controlling magician, I'll post my ideas below.

Mending. Instead of simply magically repairing the object, the chronomacer returns the object to a point in time when it was not broken before.

Message. Easily feasable to imply manipulation of time and space in this spell effect.

Shield. The arrow that flew in the chronomancer's direction simply never hit it's target. Or any target. We later found it on the bandit's quiver.

Expeditious Retreat, Jump, Longstrider, Haste. The target moves faster in time in relation to the world around it, taking less time to move larger distances.

Unseen Servant (Ritual): The chronomacer opens a time paradox where someone else is taking up menial labor in another point in time and does it in his reality.

Knock. The chronomancer speeds or rewinds time to another point of time where the door is unbarred or unlocked.

Misty Step, Blink, Teleportation. Ignoring distance and traveling in the blink of an eye are many of the perks of controlling time.

Ray of Enfeeblement. With the point of his index, the chronomacer sends wave after wave of time upon his enemy, briefly making the target older and weaker.

Fear. The chronomacer shows a glimpse of the dark future ahead of his targets, showing them the invitable death they will face.

Slow. Duh?

Fabricate. Hours of work turn into minutes at the chronomancer's will.

Hold Monster. The target of the spell finds time slowing to a halt around it, unable to even move in it's immediate area.

Disintigrate. We all become dust, given time.

Sequester. The chronomacer hides a being from time until it is needed most.

Sunburst. https://www.youtube.com/watch?v=SjWn8INiKC0 Need I say more?

Foresight. Blessing a creature with glipses of the immediate future is staple of the chronomacer's ability.

Time Stop. See the explanation for Slow.

Any ideas for more spells we could add to the list?

Wall of force and forcecage could be interpreted as a thin field of stopped time.

Imprisonment could follow the same logic as sequester.

I strongly applaud your use of attaching alternate fluff to existing spells to make something your own, instead of inventing a new class for the purpose. (I usually suggest only doing that if there's no other way.)

However I'm away from books, so I can't exactly bring out new suggestions yet. I'll get on that when I get home.

For 4e, I re-fluffed an Invoker to get a Truenamer.  Then I got to entertain myself looking for portentious-sounding stuff* for him to say.  Best of wishes to you in this endeavour.

* One L7 power requires enemies to either fall prone or take damage.  His statement for it began, "I am the Emperor, the Shah of Shahs, King of Kings, Great King, General of the Army and Leader of Hosts."  It was the only one I kept in English.  Another used Tolkein's Dark Speech ("One Ring..."); most used Latin.
