In the book of skills and powers, pg. 119. Can a 2nd level fighter, 8th level thief dual class, human obtain weapon mastery +3/+3?? 2nd Edition D&D Question - Help me solve a dispute! Please!

Simple answer IIRC...no. A fighter dualed to a thief looses its fighter abilities (including the ability to gain anything beyond specialization in a weapon). Even using Skills and Powers the thief is limited to specialization (if it took that ability.)

Right. At most, the Fighter at second level would not be able to gain more than a single specialization level. At 5th level, he could become a Weapon Master (see the Combat & Tactics book).
This raises his bonuses to +3/+3.

But if the Fighter dual classes into Thief at second level, he can't become a 5th level Fighter, nor can he improve to Weapon Master as a Thief.
