Its pretty much the same as in 2nd edition; -2 for primary and -4 for the off hand. Reaction Adjustment for Dex can lower the penalty. Rangers in 2nd edition can use two weapons with no penalty, but I did not see any rules for that in the 1st edition players handbook or the DMG.

Page 70 of the 1st edtion DMG.

Look in the 1e AD&D DMG (Efreet Cover, don't have the other cover), page 70, right hand column, first full column on that page, under the title 'Attacking With Two Weapons'. If you don't have access to the 1eDMG PM me and I can give you the details.

In the original Deities & Demigods (p. 97), it says of the Gray Mouser:

He generally fights with Scalpel in his right hand and Cat's Claw in his left, incurring no penalties to hit due to his phenomenal dexterity.

His dexterity is listed as 19, and so anyone in my campaign with a 19 or better dexterity (usually raised to that level through magic, although I allow characters to adjust ability scores on a 2 for 1 basis to boost a single ability to 19 if they want) is not penalized for using two weapons. Needless to say, thieves and assassins generally tend to have high dexterity, and there is only one assassin (the grandfather of assassins, actually) and one thief with 19 or better, and it has not unbalanced the campaign.

For $4.00 he could get a PDF copy off of paizo.

Yup, Rangers had no special ability, but as posted above, the rule was carried over, identically, in 2nd edition.
I do recall a limit that the off hand weapon has to be a dagger or hand axe, but I could be wrong.

From UA, Drow can fight with two weapons at no penalty >.<

In the 1E DMG, yes, dagger or hand axe only. In 2E, any "S" melee weapon; the interesting thing being that, depending on where you looked it up, a shortsword was either S or M. Not sure which was finally decided, but my DM of the period made it S.

and there were also rules on using a shield as a weapon... aka shield bash.

many DMs allowed a second attack with a weapon in your other hand too. although, it was argued over many, many, many times whether this was allowed sans penalty.
