I think you should be able to paint your miniature any way you like.

. And well most Harper's really don't have a dress code......The Silver pin is a magic item and the initiates and lower Harpers rarely have them.
Also, though they prefer Bards, any class can be a Harper and it can be hard for a Fighter to lug around a tuba ;)
In fact in "Dark Alliance" for PS2 you are offered a position in the Harpers but they don't offer any "goodies" or weapons, or Armor and you gotta perform a task first (Quite potentially deadly one too) and by the end of the game the Baddies consider you "A meddling Harper" though I was unaware I even was officially initiated

I would think do to there woodsy lifestyle.
I think leather armor, maybe chainmail.
Clothing of greens and browns this might give you an Idea.

This is my own way that I think of The Harpers someone may see them a little differently than I.

All Harpers have a Harper pin (so they can identify themselves to other Harpers and Harper agents) but not all Harper pins are magical.

I Have the 2nd Eddiion "Hero's Lorebook" so I only know of the magical pins and their owners.
Maybe all my Characters that were Harpers were "secret Harpers" cause no pins were ever issued/mentioned to them

My conversation about Harper pins just reminded me there is images of the people in the "Hero's Lore Book" and some of them are Harpers. Their descriptions also tells of what they like to wear.
This should give you a good starting point:
Olive Ruskettle: (membership questionable) Has a brown "wench" style Dress with a slit up the long skirt that stops art the hip, it is long sleeved with the cuffs just above her wrist. She has a long Red velvet cloak lined with white fur. She prefers "girly" dress
Martine: Buckskin trousers, white shirt, fur half cape, black leather boots, and black leather half-gloves
Elminster: Classical "Mages Robes" that are dark Purple.
Mari Al'maren: Robin Hood and his merry men ring any bells?
Lander: Prefers robes in the desert, dresses like a Buccaneer otherwise
Danilo Thann, Arilyn Moonblade: I am thinking "3 Musketeers" looking at them :D
Lareal Silverhand: Noblewoman gowns most of the time but will wear "adventuring leathers" on a whim.
Kelben "Blackstaff" Arunsun: Little more than a fur lined robe that looks "monkish" and he dresses for comforts not look
Wynter: Buck Naked :D (or would that be horse naked?
)Shandril Shessair: Short shifts and tunics (Think how a girl turns her boyfriend's shirt that comes down to her mid thighs into a minidress by hearing a belt at the waist)

I'd say that the Harpers can wear whatever they desire. As the FRCS says, "A harper can be the peasant in rags and beat-up leather armor, or the fighter in gleaming mithral full plate." Either way, they would probably have their harper pin on their person somewhere.
From the MoF, you will see that there are two types of Harper pin, BOTH of which are magical items. The lesser one functions as a ring of mind shielding. The greater Harper pin grants the following effects: immunity to magic missile, nondetection, resist elements (electricity), undetectable alignment, and +5 resistance bonus on saves versus mind-affecting effects.
Again, the pin is the only Harper dress code there is. I suppose even that may not be a standard, considering that we Harpers are not exactly the most open group there is.
