I was thinking of taking out magical enhancement bonuses to armor, weapons, and abilities in a game i'm going to run. I wouldn't mind thoughts on how this could be broken or if it's even workable in a game.

Instead, at lvl 6 and every 4th level after that you'd get a +1 to every ability along with the +1 to the ability of your choice at level 4 and every 4th level after that.
I'm hoping that this would make up for not having cloaks of charisma, belts of giant strength, etc. And allow people to use that money for magic items that give them special abilities or do interesting things, not just increase their stats.

Weapons and armor would instead come in differing levels of quality, with skill checks required to make them of that quality. The result would be that better quality weapons and armor would have a better AC (or attack) value. For example, making a really good chain shirt with an AC of 6 rather than just 4. The armor would be more costly to purchase or make, of course. In addition, the better quality armors (that are at least +1 AC better than the mundane ones in the PHB) would be able to take magical special abilities equal to the additional bonus. For example, the chain shirt mentioned earlier could be enchanted with a +2 bonus ability or two +1's.
I'm hoping that by making AC and attack/damage bonuses nonmagical people can (and will) invest in special abilities for their weapons/armor.
