NPCs gaining XP and the Small Town

I've been reading some of the well done threads such as Crafty Adepts and Commoner's Pay Roll. I have to say they are very well done. But what I have not seen, even though talk of it as appeared in the Crafty Adept threads, how NPCs really get experience. Now in the DMG it says that NPCs gain xp the same way that PCs do, which can basically screw any expert out of becoming 2nd level. There really has to be another way to level for NPCs.

In the player's handbook each of the base classes add an amount of years to an adult age depending on the class and how hard it would be to master. What I propose is that over the course of a number of years, depending on the class, an NPC will gain a level to a max depending on the size of the town. Commoners and experts go by the first age category, warriors by the second category, and aristocrats and adepts by the third. So an old farmer at the age of 54 might be a 16th level commoner in a small town given the maximum level rules for NPCs on page 139 of the DMG. 54 is a ripe old age and with normal medieval periods you would probably be lucky to last to 30s during sometimes.

So given the craft adept example before me a 9th level adept would have to live in a large town, +3 to community level and adepts have a max level of 1D6+community value. If he were human, which I will assume everyone is from now on, he would be on average 78 years old, well into is venerable years. A life of pious behavior in a church making items for the good of adventurers might allow you to live that long though. At his youngest the Abbot might be 33, a very small age for being able to create wands and magic arms and being an NPC.

This is all fine and dandy but my purpose of thinking of this was what if a child of say 1/3 of the adult age of the species was taken on as an apprentice? Or rigorous training was undertaken in the case of military? For a human this age would be 5 and along average progression, taking 2.5 years a level, he would be a 4th level expert by 15, even the average thorp can support such an individual. But if he were to be exceptionally talented he might have to go to a bigger town to train further in his apprenticeship as his small hamlet might not have the resources or need for such a skill craftsman.

Now for the case of military training the same human child, lets say he is in Sparta the Large Town, would be trained from the age of 5 to hunt kill and even steal. The average child, if there is such a thing in that society, would be a 3rd level warrior by 15, 3.5 years a level. This is fitting for the society as all of its males, and even some of its woman, would have some military training even if they went back to common life and farming. This does lead to the next suggestion I have, an average NPC, 13 to 8 stats, would take the average of the dice roll for leveling through time but an exceptional NPC, one such as the children of Sparta the Large Town, would have to roll as they might be more or less adapt because of their exceptional abilities. This could lead to a great military General at the age of 15, Sparticus with 10 levels of Warrior, or an absolute buffoon with only 2 levels of warrior by the age of 17, a failure in such a society.

All of this leads to my creation of a militant hamlet, maybe they are near an unsafe area or they are a secret facility of some kind with well trained individuals.

200 population (15% commoners, 60% warriors, 5% aristocrat, 10% expert, 10% adept)

1% of the entire population is Old at the age of 54, 2 for each group, and another 4% are middle aged, 8 for each group, while the rest are considered 22 for levels.

There are two old farmers in the Training Grounds, both are 54 and have been here for 39 years. They make 17 gold a week each without help from farming on average, most of which goes towards stockpiles for the warriors to try and steal from.

There are 8 middle aged farmers who make on average a crop yield of 13.5 gold a week, all of which goes to feeding the 200 population of the Training Grounds.
