I would take a level of Lion Totem Barbarian, that way you can make a full attack while dual-wielding and using Spring Attack. The Tempest's Two Weapon Spring Attack ability is a very poor substitute for Pounce.

Since you need a couple more feats, I recommend Craven as one of them. You may consider Combat Reflexes as well.

Daring outlaw requires sneak attack +2d6. You'll need at least 3 levels of rogue to take it.

Switching strength and intelligence would decrease you damage with your off hand, but it would give you more damage that applies to enemies immune to critical hits. That also saves you from needing weapon finesse and swashbuckler.

I think it would be best to skip tempest and go straight into dervish.

oh yeah it was pretty late hen i made this and i forgot the rogue level needed for daring outlaw
skipping tempest is indeed a quite good idea, cause i dont realy need the "ambidexthing" if i fight with 2  light weapons, finesse and no power attack

the abilitys and the first 2 levels are already fixed since our dm doesnt allow phb2 and rebuilds, also craven would be nice but not allowed

so maybe sth like

rogue1/swashbuckler 3/ rogue 2/ fighter 2/ dervish 10/ XXX

1 dodge, 2wf
2 weapon finesse
3 mobility
4 insightful strike
5
6 combat expertise, Weapon Focus (scimatar)
7 improved 2wf
8
9 daring outlaw
10
11
12 greater 2wf

If only the first two levels are fixed, then you are off to a good start. However, I still recommend taking a level of Lion Totem Barbarian somewhere. After all, it's in Complete Champion and you said all the Completes are allowed, ya?

For the last two feats you have open, you may want to consider Blind-Fight and Mage Slayer. You'll need every advantage you can get against the enemy CoDZilla or Batman Wizard. If you don't expect to be fighting much with magic, there are certainly worse things you could do than take Improved Toughness and Improved Initiative.

Note that Pounce does not work with Spring Attack, only charging.

pounce is great in general but i get dervish dance at 9th level and if i understand it correctly its like spring attack pounce and i dont want to waste another lvl on the way there

mage slayer sounds great

another feat that is like penetrating strike from DS would be great so that i can always get my int-bonus, but i didnt find anything useful
