Greetings gentlemen,

I have created an NPC for an episodic encounter which I will DM while my usual DM takes a little break.
The creature is a Lizardfolk Barbarian with the Feral template.
I'm giving him pumped up jump, climb, balance, and tumble skills cuz I'm going to have him leaping up into the massive tree canopy then popping out again to attack, it's gonna be crazy and exciting.
I also need him to have ridiculous movement speed so I chose both Barbarian and the Feral template; both also fit the story.
I know I can do w/e I want as DM but my question is:

Would the 10' from barbarian fast movement and the 10' speed from the feral template be cumulative under core rules?
Furthermore, what are the limitations concerning movement speed increases? (e.g. a +1 luck bonus and a +2 morale bonus stack, but +2 morale bonuse overrides a +1 morale bonus.)

Thanks for the knowledge fellas!

The speed bonuses from barbarian and feral are both untyped, so they stack.  For an example of speed bonuses that don't stack, see the speed bonuses from monk and expeditious retreat, both of which are called out as enhancement bonuses.

Since you're interested in speed and the creature has the monstrous humanoid type, you might be interested in the fangshields substitution level for barbarian found in Champions of Valor.  You can trade trap sense for fast charge.  That gives an enhancement bonus to speed when charging equal to 10 feet per 3 levels of barbarian.
