You want the STATS to Pun Pun?
STR  : Near Infinite
DEX  : Near Infinite
CON  : Near Infinite
WIS  : Near Infinite
INT  : Near Infinite
CHA  : Near Infinite

If what you want it the "How-to" to get pun pun:
Kobold Wizard Lawful Good with a good religion check, you ask your DM if your character know Pazuzu, you need 23 if I'm not wrong

Once you know of Pazuzu you name it three times in a row and it appears in front of you, giving you a wish, at a price: You ask for a candle of invocation and you end up with a neutral alignment.

(With the candle, you summon an Efrit, it gives you three wish which should be such: To be a scaled one of Torril(You're a kobold so you don't need this wish), you ask to have a familiar(You're a wizard so you already have one), and for another candle of invocation(You already had one, so you just skip all that's in between parenthesis and go to the next step))

With your candle of invocation, you summon a sarruk and asks it to give you "Manipulate Form".

With Manipulate form, you can get every existing abilities as an extraordinary ability I think.

I might be wrong somewhere, but you should find the whole thing in the last pages of the topic so you should look around, just in cases

Next time, please, use the search function, I'm sure you could have found it.

Manipulate Form actually allows you to invent brand new abilities, but that is usually seen as unfair.
There are many ways to get NI stats, but they don't really matter that much, since you can get truly infinite skills, and use a skill check instead of an attack roll, AC, or save.

Well, BoVD is 3.0, so maybe not in strict 3.5

I think it's possible to get truly infinite CON, at least.

It's also possible to become near-infinite without manipulate form - the Ghola Character did quite well, and AncientDragon did some interesting stuff.

And DEX.  Shambling Mound for Con and Zelugak (sp?) for Dex.
