(Aka Races/Magic of) is Eberron-specific? (does it contain too much Eberron-specific blah? Much new Special Materials? Things that are restricted to X (royal family/country/special race/dungeon/tribe/region))?

Why in CO? b/c i heard there alot of good CO Content in M/RoE

well ... the part with EBERON does make ist EBERON specific - thus bound to this setting ... just as forgotten Reals makes things specific to this setting

of course nothing prevents you from using eberon classes/races ... ... ... in general dnd but as soon as you or your group play "forgotten realms"-Campaigns, you are rather not allowed to ...

I have no problem with my DM to deal with (aka rename and readapt, like i changed the Red Wizard of Thay/Thayan Knight[HTML]CW[/HTML] to a dark necromancer school and its protectors) locations and groups. My question is if it contains too much specific material.

A good chunk of Races of Eberron is Eberron race-specific (duh) and likewise with Magic of Eberron, but if you don't have problems with renaming the "fluff" part there's still a fair amount of stuff you could use.

What level of race/magic specific? Too much things about things only aviable to a character from a royal family of a city of a specific subrace of gnomes that exists in a specific mountain? (i hope you understood)

There's quite a bit of racial stuff for warforged, kalashtar and shifters, for instance. Similarly, there's some stuff related to artificers, dragonmarked houses, elemental binders, and the daelkyr. Whether that's too "Eberron-y" for your campaign, I have no idea. With enough scrubbing, you can eventually turn anything into a generic concept, of course.
