A rather nice quote from Goblins.

How to make it true, and eminently playable:

Ambush drake, savage species progression level 1(40 ft speed)
Improved Speed(Draconominicon pg. 71)
Trait: Quick.

Bam. You can make this faster, but I just like the 60 ft mark.

Human Psychic Warrior 1: Speed of Thought (1st), Speed of Thought (human), Speed of Thought (Flaw). 60 ft. of speed. Add another Speed of Thought and another flaw for 70.

I don't read the comic. Although maybe I should start. The quotes I see on here are pretty funny.
Try this:

Human Psychic Warrior 1: Speed of Thought (1st), Speed of Thought (human), Speed of Thought (Flaw). 60 ft. of speed. Add another Speed of Thought and another flaw for 70.

You can't take feats more than once, unless they say you can. Speed of Thought doesn't say that (at least, not in the SRD).

don't worry ^^
there are a lot of feats that grant bonuses to movement speed, although i don't know the type they provide.
  • Fleet of Foot [Regional] +10ft
  • Speed of Thought [Psionic] +10ft
  • Dash +5ft

Add in the quick trait and any human can have 60ft movement by 1st level.

Of course we aren't limited to land speed correct?
  • Wizard 1 with precocious apprentice [Alter Self] is able to alter to a varag and have a 60ft land speed.
  • A Neraphim Wizard 1 with Air Heritage and Precocious Apprentice [Alter Self] can change to a Fey'ri and have a 70ft fly speed (assuming that fey'ri's fly ability counts as racial).

Look at the actual monster stat block in MM III. Not all savage progressions are for players, that one is obviously for DM's who want a less powerful ambush drake.

If you count temporary speed:
Kobold Sorcerer/Wizard 1, with Precocious Apprentice(alter self) and Dragonwrought, altered into a Wyrmling Shadow Dragon.

80' land speed, 150' fly speed (and good natural armor, as well).

It worked in 3.0 because back then it was based off of your pp reserve, instead of psionic focus. The higher your pp reserve, the more you could take the feat, and the more it would benefit you - as long as you did not use or lose those power points. Nowadays, Reserve feats work similarly, but with better results at a lower cost - although they are for spellcasters instead.

100 ft. fly speed at 1st level. No feats.

Another suggestion, is a cleric with travel devotion and celerity domain, he is able to move 80ft a round. It's just 40ft speed, but still ^^

why not play a human ardent? Take the freedom mantle for a plus 10 unnamed bonus to your speed, take speed of thought for another 10. take that regional feat for another 10. I am sure you can throw a flaw in here and take another feat to blow it up to 60.

Give him Divine Vigor. Should stack anothor 10' on his base movement if I remember correctly.
