A Debate on Permanency and Magic Items

So I have a character who is looking into getting either a magic item that allows activation of the Silverbeard spell or just getting the spell made permanent on himself. One of our players stated that permanency is always a waste of money as they are so very vulnerable to rampant dispellings by enemy magi. Now I've heard talk in the past that some spells are just overall cheaper to have made permanent then to actually buy a magic item for a few activaations a day. What are peoples feelings on this spell and magic in general. Would you rather have something made permanent or enchanted into an easy to carry bauble or do most people consider it on a spell/item by spel/iteml basis?

If you play purely by raw, permanency is almost always a waste, because dispelling is just too easy. An at will item of 0th level spells is only 900gp. Even an at will of a 3rd is only 30,000gp (base). So unless the spell in question get's the x4 modifier from being 1rnd/lvl it's probably not worth the xp.

In my games, I've always houseruled that permanent spells work like magic items, in that they are suppressed by dispels and can only be removed by MDJ's, which makes them much more worth while.

It depends entirely on how frequently you get dispelled, and how creative your DM is about it. If at worst you can expect to get hit by a stock (Greater) Dispel Magic every few encounters, then just get a Ring of Counterspells and don't worry about it. If you expect to get hit with odd things from splatbooks, like Reaving Dispel, or by Mord's Disjunction, then yeah... I wouldn't get any.

Problem w/ the Permanency is that it can be dispelled. That problem can be gotten around by relying upon the note that you have to be of a higher caster level to dispel the Permanency. Just pay a 20th level caster to do it after letting him borrow your Bead of Karma, and you should be alright.

Personally, I would just use an item, since the book also states that you have to have DM permission to permanency a spell that isn't on the list. I like making sure my stuff isn't subject to DM fiat.

The "cannot be dispelled except by a higher level caster" wording actually only applies if you cast it yourself. Permanency cast by another person is subject to standard dispel rules.

Heh. Nice catch.

I tend to stay away from Permanency, anyways. Was only tempted to use it via a Cleric + Miracle to put a Symbol of Insanity on my shield (along w/ a used Bead of Karma) set to not affect anyone wearing a specified symbol (Cleric's holy symbol) upon their person. In my case, a cleric of Rudd, so the holy symbol was a bull's eye, so pretty much the entire party would be forced to wear a bulls eye upon their person or face getting insane'd any time I wanted to uncover my shield. :P

Decided against it eventually due to concerns over dispelling... That is a whole lot of money to lose if I got hit w/ a dispel magic... and the DM had a tendency to throw a lot of dispel around. :P

Making that spell an item involves making an item that provides an AC bonus.

The spell also doesn't say it can be permanenced, so unless the DM house rules to allow it you can't do that either.
