Well, one of my players asked me a very interesting question (after he lost an arm in game),"is it possible for me to have a prosthetic limb?". and that got me thinking, "is that possible?" now i am a treasure trove of character creation knowledge but ive never even herd of someone wanting to do this. it fits his character very well being he is a gnome artificer, but i have no idea if there are any real rules regarding this. any help or ideas would be greatly appreciated.

Other than simply casting Regenerate to get it back, there's the Arm of Nyr (?) in Defenders of the Faith (3e).
Not only does it replace a lost arm, but it adds a Sacred (!) +2 to STR and DEX, as well as adding a +2 Deflection bonus to AC, IIRC!

Thanks a bunch, not exactly what i was looking for but it can be adapted for what im useing it for. i just had no idea how much such a thing would cost or what said stats it would apply to. if anyone can come up with a more balanced arm maybe just for fun it would be greatly appreciated.

If you want to put a level adjustment to them, there is also the "half-golem" templates in the Monster Manual II. They're probably at least +4 or +5 though, if not more, so your player might not be interested in that. It might give you some more ideas for how a magical limb prosthetic would work though.

There's a construct graft in an Eberron book that gives you a warforged arm. I think it's called Mighty Arm, and it's really not that expensive.

There's also various grafts, such as the undead grafts. Those might do it.

Yeah, just about any arm graft would suffice to replace a missing one, they replace a limb as it is anyway

Unless it says otherwise(which is for all Eberron-based grafts, and a handful in Fiend Folio), arm grafts are additional to any limbs you already have.

Item Compendium has an 'Extra (Spare?) Arm', iirc. It's a belt that allows you to hold stuff... and that's about it; but that may be enough for you. (Bonus abilities for artificiers)

Well, the way I read it, only those that say they replace a limb(eg, replacement tail, weapon arm, etc.) will actually cost you a limb to use(and some say "may replace an arm" or similar, meaning you can use them both as replacements and additional to any limbs you already have). Eventually though, while they don't count towards encumbrance, and indeed, add to your capacity, the DM can just say "You have so many arms that you can no longer see where you're going, nor can your 2 spindly human legs support them. Please go down on all 289739282s.":P

I mention this because I had a great idea for a Warblade Archer build, but it required four arms. This seems to be the easiest possible way to do that.
