Raptorans never take falling damage, but does using their wings in such a way modify the Battle Jump feat's effects? (Raptorans are from Races of the Wild and Battle Jump is from Unapproachable East.)

I wouldn't think so. Not taking damage doesn't necessarily equal not falling.

How can I persuade my DM that by gliding and having wings that Battle Jump functions as written? (Also assume I'm not affected by magical flight or levitation.)

when Flying .... you are not Jumping

the point of Battle Jump... is to use the extra Force from your body weight being hurled Down(without resistance to Air from Wings) to do additional damage

if you specificly Jumped Down without using your Wings to slow your decent, then your Character should be able to use it as written

My argument is that I effectively dive-bomb the sucker and engage my wings at such a moment before falling to avoid taking falling damage.

Bolded mine.

That would be a deal-breaker for me, as a DM. Either you're falling and using that extra force to deliver a double-powered charge (or trip or grapple, as the case may be) or you brake at the last second and deliver no extra force.

Just take the falling damage. What's a few d6's compared to a x2 charge? Get a valorous weapon and the paladin spell Rhino's Rush and the maneuver Pouncing Charge. x3 damage charge with pounce, easy as pie.

Yup, your problem is you want to have your cake and eat it too. If your plan is to "effectively dive bomb your opponent," why don't you just use the diving charge that Raptorans get? It does double damage anyway...

I currently lack that ability. (3 more HD, go!)

Also, do you see any problems with using feather fall to negate falling damage while triggering Battle Jump since Battle Jump says nothing against feather fall?

With feather fall you dont have the extra speed that makes the feat works... if you're not accelerating, why would you hit harder?
Force = mass x acceleration

Battle Jump says the jumper must hurl himself at his foe. There's no specific mention of dealing damage due to acceleration or gravity, though I see your point.

if you are using your wings to stop the "Hurling" action part, you lose the benifit as well

This is not RAW, though. It's a very sensible RAI, but stop getting ur physics in mah D&D!

The rules don't say it doesn't work, so by RAW it does. Most GMs will say no though.

I agree with this. Per the RAW, he should get the damage, but most DMs might not like it. Since Raptorans get this as a racial ability later, I personally wouldn't have a problem with someone taking a feat to get it a bit earlier, though.

Will I likely need to negate more than 30' of falling damage? I already negate 10' by jumping and 20' from Magic Item Compendium's Boots of Landing. I'll soon have enough Tumble so I can reliably make the check to negate 10 more feet of damage.

Provided your GM lets you use non-updated 3.0 material from a notoriusly unbalanced and poorly worded line of books.

Wouldn't this also apply to Dragonborn(with the wings choice), Dragonwrought Kobolds(?) and characters who have taken the Draconic Wings Feat?

I assume this ruling also applies to dragonborn since they have the same ability.

Seemingly, Battle Jump works because of falling onto a foe (positioning and slight momentum), not hovering near them, which is why I believe I can Battle Jump while affected by feather fall.

Unapproachable East was written during the shift to 3.5. Aside from a couple regions being changed slightly, the entire book is 3.5 material, as denoted in a sidebar. In any case, 3.5 includes any existing 3.0 material not re-printed elsewhere.

Second, Forgotten Realms isn't "notoriously broken" any more than non-setting material or Eberron (*cough*Artificer/Planar Shepard*cough*) is "notoriously broken". FFS, Candle of Invocation is Core. Planar Binding a Noble Djinni is, too (and even RAI by the text for Noble Djinn!). As for being poorly worded, we're talking about D&D here. A lot of stuff is poorly worded/edited.

Edit: The plural of Djinni is Djinn. My bad.

As always, when the rules don't specifically interact, it's up to your DM. As I've already stated, it wouldn't work for me, nor for many others I know. But hey, your DM might be cool with it.
