ECL 15, evil campaign set in an urban environment with the DM's desire being that I stay within those bounds for the most part (Otherwise my first idea was an evil version of Robin Hood).  My focus is shadows, shapeshifting, stealth, social skills, poison.  I see this character traveling through the shadows (literally), ambushing people incognito, mugging them, jacking homes, vanishing away to an obscured lair.  OH, Nondetection is also a top priority next to shadow manipulation.  The character poses as a local noble, to explain the everrising wealth.  You guys are the experts, you know what to do, have at.  Thank you for your assistance.

binder 15, or maybe binder 1 / caster 3 / anima mage 10 / X1

with soulbinding 15 you can bind 3 vestiges, with malphas, teneberous and marchosias you already have poison use, +16 on hide and move silently, permanently cloacked in deeper darkness, some sudden strike damage, death attack and much more. Only shapeshifting is missing, you could play a shifter or changeling or something though.

With anima mage and a casting class (druid, archivist or wizard for example) you can add spellcasting to the mix for polymorph and the like, though you'll miss out on the ability to bind marchosias at this level. Then again, spells should be able to fill in those gaps.

That's a very resourceful idea, but when reading Binder again, I'm not sure I'm comfortable playing it.  But in the same book, Tome of Magic, there's prestige classes for Shadow this n' that which I'm going to read.  If anyone has specific build ideas for those or others, let em rip, thanks.

I take that back, the section opens with Shadowcaster, which is a full on class.  Sweet   Casts Mysteries.. how curious that'd be.

Changling Rogue/1 & Shadowcaster/14 (From Tome of Magic), lots of roleplaying capabilities.

That's 6 feats from levels alone, 2 potentially from taking Flaws, plus:

Bonus Feats: Beginning at 2nd level, you gain bonus feats
equal to half the total number of paths you have access to,
rounded down. For instance, most shadowcasters know the
first mystery of two different paths at 2nd level, so they gain
one bonus feat. If you learn the first mystery of a third path at
3rd level, you still have only one bonus feat, but if you learn
the first mystery of yet another path at 4th level, you know
four paths, and therefore gain a second bonus feat. Thus, you
have a choice: fully master fewer paths and gain access to more
high-level mysteries, or branch out into more paths and gain
more feats but fewer high-level mysteries. You do not gain a
new bonus feat for repeating a path you already know, and
fundamentals do not apply for the purpose of bonus feats.
You must meet the prerequisite (if any) in order to select
a feat as a bonus feat. The list of feats you can select includes
any metamagic feat (as described in the Player’s Handbook),
Favored Mystery, Greater Path Focus, Nocturnal Caster, Path
Focus, Shadow Vision, and any metashadow feat.

Not entirely sure the whole spell list i'm going to assemble, but assume I get enough for 2 bonus feats, one of which should be Nocturnal Caster given my RP angle.  I could use some advisement on SNEAK ATTACK feats that I could stack up as only a Rogue/1 (DEX 17) with all those extras.  Anything that interacts with Shadows is also gravy because that's the whole focus of the character.

Craven feat from Champions of Ruin

Here's a different option.
Whisper Gnome Shadowcaster 6/ Assassin 1/ Unseen Seer 2/ Noctumancer 7/ Arcane Trickster 4 - 9th level mysteries and 4th level assassin spells, Hunters Eye (PHBII) spell gained through Unseen Seer's Advanced Learning for more sneak attack. Other feats to look at: Magic in the Blood (PGtF) and Silencing Strike (RoS)

Otherwise
Whisper Gnome Rogue 1/ Shadowcaster 5/ Assassin 1/ Unseen Seer 2/ Noctumancer 7/ Arcane Trickster 4 - 8th level mysteries, 4th level assassin spells, more sneak attack and skill points

Whisper Gnome Rogue 1/ Shadowcaster 7/ Assassin 1/ Telfammar Shadowlord 6/ Arcane Trickster 5
4th level mystery Step Into Shadow functions as Dimension Door.

Note:
Whisper Gnome nets you Mage Hand as an SLA netting you the prereq for Arcane Trickster
Any race can work with the above builds if you take the feat Spell Hand from Complete Arcane.

An easier and more direct option would be Rogue 5/ Assassin 9/ Telfammar Shadowlord 6
