I have to make a new character for a low to High level campaign, max power needed about 17th-18th level

I want to be a wild shaper.

So I have read the Handbooks on Druids and Master of Many Forms. My question is

Should I be a Master of Many forms? Class progression for me here would be
Ranger (Wildshape Varient) 5/ Monk 1/ MOMF 7/ Monk 1/ Fist of the Forest 1/ MOMF 3 with Vow of Poverty

Or is a Druid/Planar Shepherd (yes I am allowed Planar Shepherd :D ) better? And if so, what is the best Plane to be a Shepherd of to get access to the best forms? It is a generic Campaign so any Plane of existance can be argued for

Planar shepherd is head-breakingly offensive. Any plane with either good outsiders (The Nine Hells, Arcadia) or accelerated or otherwise distorted time traits.

Which ones would be the best for Wild Shaping Dr_Rocktopus? This is the area I would like to concentrate on?

I will not use the power of the Planar Shepherd to break our game, I will likely dumb the character down if it is too strong. But I like to have the best options available to me

Further, If I go down the MOMF track, what would be a good template to use? We are getting 2 LA free so I'm thinking of using Half-Vampire or Duergar with something LA +1 to boost my Con?

I like Lamania for plane. It has a lot of good animal, plant, and elemental themed outsiders, as well as I think all normal animals, celestial animals, and plant creatures (and mephits, which are fun fun fun). Plus, it fits the closest with the general druid theme, to me.

Shavaratth, the battleground, has a lot of cool demon/devil forms. Fernia has fire creatures, most notably the Efreeti (wish SLA?). Syriana has all the Angels, which are arguably the most potent forms, all around. Thelanis has all the Fey creatures, which is also a good druid theme.

If you're going Eberron, definitely go the Syriana plane; planetar? solar? I'm in heaven (literally).

Uldra (Frostburn) and Sunscorch Hobgoblin (Dragon Magic) are solid +1 LA choices that grant +2 to Con and Wis.

Volodni (UE) is a plant race at +2 LA, and also grants +2 to Con and Wis.

My Suggestion:

Uldra + Draconic creature template (Races o.t. Dragon)

Spelless Distracting Attack Wildshape Ranger5 / Momf7 /Warshaper 5 (or 4 depending on final level - but that really doesn't matter) and VoP

The Monk levels really only would be a gimmic, but you could still take them ... in that Case i'll go:

Spelless Distracting Attack Wildhape Ranger 5 / Monk2 (because you HAVE to take them after each other) / Momf 10
or
Wildhape Ranger 5 / Monk2 (because you HAVE to take the after each other) / Momf 7 / Warshaper (the rest)

Go for a Monk Variant, that grants you feats ou REALLY have use for eg overwhelming attack or Denying Stance (the first one gives you Power Attack and improved Bullrush - both very usefull in most high-STR-big-size forms, the latter grants you a bonus to tumble and is very strong in trip-based and high-DEX forms)

and remember - you are diving in feats like hell - so use them!

a 32 Point-buy including the Monk levels could look like this (taking into account, that you will have to deal with lower levels and including intuitive attack as an option):

STR 8 + 2 = 10
DEX 14
CON 16 + 2 + 2 = 20
INT 14
WIS 16 + 2 = 18
CHA 8 + 2 = 10

without the Monk levels:

STR 8 + 2 = 10
DEX 14
CON 18 + 2 + 2 = 22
INT 14
WIS 12 + 2 = 14
CHA 8 + 2 = 10

in either case untill you reach "wildshapeness" you will still have two claw attacks as natural weapons (template) dealing 1d2 each (small size) - but still, the is some kind of win!

of course alternative Races (esspecially with the Monk Levels) could be Anthropomorphic Bat + Draconic Crature + Feral

you wont be the most charismatic guy out there - but hey, you are really strong!

+2 LA for free you say? If Psionics aren't banned, take Phrenic. No seriously, take Phrenic. While it doesn't pack a +Con boost, the +Int, +Wis, +Cha, and psi-like abilities are pretty beast when you aren't in an alternate form. For more laughs, Phrenic Anthropomorphic Bat! +8 Wis!

I also second the Planar Shepherd comments. Pick an Eberron plane that packs as many Outsiders as possible. Syrania (SP?), or Shavarath (SP?) are both good, IIRC.

a master of many forms is FUN to play. towards the end levels, you assume EX abilities which are nice. my favorite thing to do was to be a war troll and all my damage would be non lethal and I would get regen.
It is very versatile, BUT not optimized. everyone and their mom says 20 druid is best for everything and I agree. full spellcasting, full wildshaping and such.
I did druid 5 master of many forms 10 with vow of poverty and exaulted wildshaping and such. I love it it was mad fun, just not the best damage dealing and blah blah. I was very versatile for the party though, in a great way.
