Classifying Draconic Heritage?

Hello, I have been RPing for somewhat over ten years but I have only done table-top D&D a few times, and I have a question. For years I have had a drow mage, whose grandfather is a dragon, and I finally wanted to sit down and write him up according to D&D rules.

I have been referencing the Races of the Dragon book for this, but I am confused as to how to give him the dragonblood subtype, or have him be dragon-descended (it's the same thing, I think?)
I've read this book a dozen times and I still feel lost. How do I apply his draconic heritage? He has wings, and I wanted him to have a breath weapon, but I don't know if he'd classify for it.
As for as his class goes, I often play him close to epic level, so I consider him as a default Wiz 18/ Archmage 1.

What, then, would his ECL be? 22? If I apply the draconic heritage, that is, which I think can be considered a class? There is a table in the Races of the Dragon book titled "VARIANT: DRACONIC RACIAL CLASS". So, to be draconic, it needs to be considered class levels?

Basically I am trying to figure out how to "title" him and apply everything.His wizard and drow stuff is easy enough to figure out, but adding the draconic [template?] makes it a bit tougher.

For my own notes, I have written at the top "Honglath's default character level (CL) for RP is 19 (Wiz 18/Acm 1/Drac 1) but his ECL is 22." I am not sure this is right, however...

 

Also, would be be considered Epic Level if his ECL is above 20?

 

By the way, this is all for 3.5 Edition.

Also, yes he is a high-level character, but his concept is a teacher in Sorcere, on par with Pharaun and Gromph, at least before he departs Menzoberranzan.

 

I will look into my Dragon Magic book, as well as mroe into prestige classes. Thanks again!
