Cleric based Uttercold Necro

Was wondering what would be the best way to go about making a cleric based version of the uttercold assualt necro, since clerics tend to be better at making undead and can self buff and wade into the fight along with the minions.

What would be the best way to go about getting a decent number of elemental attack spells on my list so that I could use the energy type changing feat in conjunction with uttercold?

My eventual goal is to go lich even though from an optimization standpoint its frowned upon. Dm is letting me change the fear aura to a cold aura similar to the heat aura from the dry lich and letting me get my cha to hp like a dry lich as well.

If your DM is allowing all of that, why don't you just see if you can use a cold version of the Walker in the Waste pretige class? They don't have to pay the LA for Dry Lich. You could also change the domains required to enter it to something that fits thematically. There is a cold domain somewhere, and another cold themed one, IIRC. Google imarvintpa and check the domains in there.
