Any core only magic items that allow the user to change form? Even a harmless non-combat form?

or you could try this ...... also in DMG:
Cloak of the Bat: Fashioned of dark brown or black cloth, this cloak bestows a +5 competence bonus on Hide checks. The wearer is also able to hang upside down from the ceiling, like a bat.

By holding the edges of the garment, the wearer is able to fly as per the spell. If he desires, the wearer can actually polymorph himself into an ordinary bat and fly accordingly. (All possessions worn or carried are part of the transformation.) Flying, either with the cloak or in bat form, can be accomplished only in darkness (either under the night sky or in a lightless or near-lightless environment underground). Either of the flying powers is usable for up to 7 minutes at a time, but after a flight of any duration the cloak cannot bestow any flying power for a like period of time.

Moderate transmutation; CL 7th; Craft Wondrous Item, fly, polymorph; Price 26,000 gp;Weight 1 lb.

Although the cloak does not enable the wearer to bite opponents as a manta ray does, it does have a tail spine that can be used to strike at opponents behind the wearer, dealing 1d6 points of damage. This attack can be used in addition to any other attack the character has, using his highest melee attack bonus. The wearer can release his arms from the cloak without sacrificing underwater movement if so desired.

A cursed item that has the drawback "Character’s race or kind changes" (33-34 on the drawback table). It even make an existing magic item cheaper instead of more expensive!

Unfortunately, I can only use PHB + DMG + (Iron Kingdoms Setting material). What I am looking for is a way to change my Iron Kingdoms Ogrun warrior (IK's version of half-ogre, more or less) into a benign terrestrial critter for those out of combat situations that being an ugly behemoth are a negative. Something like hat of polymorph (dog) would be perfect. Oh and Ogruns cannot be arcane spellcasters under any circumstance.

Try a wand of alter self (or polymorph even), combined with raising UMD skill.

How big is he? Would a Hat of Disguise not work? Why does it have to be an actual form change rather than an illusion?

If a dip into cleric would work, the Trickery domain has Disguise Self on it.

Large sized. Yeah, I think that might work sort of, I'll look into getting one of those hats. But even with that I'll still be like a 7' human. The Iron Kingdom setting, as our campaign is running things, is totally human-centric. Looking for a way to blend in.

Buy a Rod of Wonder. Fire it off again and again until you get the "Wielder reduced to 1/12 size result" (4% chance per activation). Then your buddies can dress you up like a really ugly baby. A really ugly blue/green/purple baby, most likely. :D
