Is there anything here?

Its not difficult to qualify, nets +7 manifester levels over 10 prc levels, and adds some nice mobility features. I can see this combining well with scout for the free extra 5' step, or perhaps even eldritch glaive builds which need to dimension door.

I just think its a very flavorful class (and I think the illustration is very cool)

A lot of my friends really really like scorn earth, and amongst them, almost anyone playing a psionic char of any type takes at least a one level dip. The only thing about the class I thought was mechanically nice was the cap ability which allowed you to manifest a standard action power in the same round you take a full round action (such as an attack).

Elocator 7 is one of a very select number of ways to get an extra 5' step, so, you're right that it's an attractive goal for a Scout. Unfortunately, you have to invest too much for a Scout to usually find it worthwhile. Corner cases, obviously, may exist.

Check over on the new/old psionics board.
The Psion guide is in there.
A few builds utilize the Elocator.

Nowadays ... losing the 3 "caster" levels sucks, but Ardent can make that up.
Ardent though, doesn't get any extra feat slots, so I doubt a workable build can be done that way.
That just leaves previous Psion and PsyWar builds.

Check it out. Maybe you'll find what you like.

I made one of those elocater builds ADMG refers to. Here is a link to one version of it. You could obviously switch alot of things around, like using Scout as an entry instead of what I used, and using Ardent manifesting instead of Psion. I was trying to stick mostly with Core + XPH when I made that one.
