Epic vs. 10th level spells

What's the difference between an epic level spell and a 10th level spell? Also, how can a 19th level artificer make epic level items?

A tenth level spell is available at as a feat starting at character level 21. It allows metamagic applied to spells exceed 9th level.

An epic level spell isn't cast like normal spells, it takes a spellcraft check to cast.

If an artificer has +CL class, race, or item features, he could create items whose caster level exceed his class level.

It would be nice if it were that simple, but I need access to the epic item creation feats and at least 24 ranks in spell craft and knowledge arcana, just to make a scroll. At 19th level one may only have up to 22 ranks in a skill.

Dragonwrought Cheese Artificier with that-cityscape-thingy on Spellcraft does it at 20.

That being said, that "AND Knowledge: Arcana" does shut down cityscape's usefulness here.

The problem is that while it gives you a bonus rank above your max, it never says it improves your max. You take the feat at level 18, when your max is normally 21. For that skill, you have 22 ranks. At level 19, the max ranks is 22. You're already at 22, therefore you can't add anymore ranks.

I agree. However, all you need - well all as in "a bit tricky and possibly cheesy operation" - is to be receiving a feat at the level you want to benefit. Shuffle, floating feats and prestige classes which delay feat progression come to mind.

That being said, I don't know if anything you might pick would delay or stack Artificier....

It is for an existing gestalt wizard/artificer 18. I do not intend to do anything cheesy. I expect to be getting to 19 in this campaign and as artificers can craft with a +2 bonus to caster level or something along those lines, I thought it would be possible to make epic level items and level 19.
