Explain these "devotions."

I've read a bit about them, but since they're apparently from a book I lack, what do I need to know?

They're feats from Complete Champion that grant a domain-themed power based on the feat you took. If you can turn/rebuke undead, you can get more uses of the power by giving up attempts. Some of them are really nice, like Travel Devotion (Which grants a quick teleporting ability and is good for pouncers).

I'm personally a fan of the Water Devotion feat...summoning a water elemental on a whim? Granted at higher levels it's not gonna kick as much but,not too shabby to just be able to churn out water elementals.

Create Water+wineskin=no need to fear riding a boat ever again.

Unfortunately, you only get them one/day, so they usually aren't worth the feat slot, unless you have a dumbload of turn attempts waiting to be burnt.

This makes them even more attractive for Cleric dips (since you don't need Turning). Taking Cleric 1, sacrificing Travel for Travel Devotion, and taking Extra Turning nets you 7+CHA turn attempts; that's 6 even with CHA 8. Travel Devotion is +1 use/2 turn attempts--that covers 4 fights a day. Needless to say, this is absolutely brilliant for a Swift Hunter.

Oh, let there be no doubt, Cleric 1 is almighty of dips with Devotion feats.

This applies to most clerics who aren't using their turn attempts for anything, too. Eagle's Splendor and a CHA of 12 will give you 3 uses/day of Devotion feats that take 3 turn attempts, and some of them do some pretty cool stuff.

I'm not sure that works since you need to permanently sacrifice the turn attempts. Can you permanently sacrifice temporary turn attempts from eagle splendor?

Why not? You'd end up at -2 turn attempts when the spell wore off. This is possible for the day, so it's possible permanently. If you were to get a Cloak of Charisma +4 it'd bring you up to 0.
