Straight buffer Sorcerer build. Don't worry about Prestige Prereqs. What feats to take? Race is High Elf. Books available for feats:

Core
All Complete books
All Races books
No FR
Libris Mortis
Draconomicon
Drow of the Underdark
Frostburn
Sandstorm
Stormwrack
Heroes of Horror
Dungeonscape
BoVD
BoED
Lords of Madness

FWIW, the only spells that can be chosen are from the PHB.

Why? Is the DM worried about you being overpowered?

I ask another question. Has he read the spell Shapechange? How about Gate?

Your DM should limit you to stuff NOT in Core. That would be challenging.

Holy crap. I want to play that campaign. Hits them melee folk a bit hard, though, no TWF or Power Attack.

Extend Spell, Persistent Spell....make the buffs last longer.

Edit: How about a No-Core Spells allowed game? that could be fun.

You can have core feats.

And I think the Core only spells wasn't about totally about this toon being overpowered. We didn't want to wait 2 hours for the Cleric to pick their spells every time.

you would want to take Great Fortitude that would make you "buffer" than other sorcerer's, har har har :P

no but for reals, take Eneveration (core spell), either change to a Dragonborn High Elf or the elves out of Dragon Magic that are considered dragonblooded. Take Split Ray, Practical Metamagic (Split Ray), and Arcane Thesis. That's 2d4 (2 ranged touch attacks tho) negative levels per 4th level casting, hit something with 2 Split Ray Enervations (4d4) roll max and you've taken out a 16HD creature with 2 4th level spells.

Take Acid Splatter. You can't have a buffer without acid.

Eh the range is so short (25-35ft) that it's usually not worth it to put yourself within melee range.

Chain spell and Reach spell.

This will allow you to chain buff your party.

Yes High Elf. There is a Barbarian in the party as well.

So how does this look?

1st: Improved Initiative?
3rd: ?
6th: Extend Spell
9th: Rapid Metamagic
12th: Reach Spell
15th: Chain Spell
18th: Persistent Spell

Spells?:

Unfortunately practical metamagic says that it won't reduce the spell slot adjustment to 0.. also this is a bit off topic.

Feats for a buffer?
Extend spell
Persistant spell (only if you can get a free metamagic from magical trickster or incanatrix)
Spell focus (pick a school which you have buff spells in) - you'll need the extra duration)
Versitile spellcaster - More of a good thing is always good, right?

Also, prestige classes you may want to consider:
Incanatrix - yes yes oh my god yes, you want this class if you're doing anything with Metamagic. If you're not, well, you should be.

Paragnostic apostle - This class has options for any caster (well, almost)

Initiate of the Sevenfold Veil - lots of flare for 'protecting' the party and being a good wizard class is worth it, right?

Wyrm Wizard - Gotta take the feat which allows you to prepare one spell for metamagic purposes, and it costs you a couple spell levels, but you get to take a couple spells off of any spell list while progressing in a mediocre PrC.

No FR, so no Incantatrix

Spell focus (pick a school which you have buff spells in) - you'll need the extra duration)

How does this improve duration? Spell Focus increases DC only I think. Generally - I don't think Spell Focus is a good feat unless qualifying for a PrC or playing a specialist wizard (specializing in a school that uses lots of save vs spells - like illusion or enchantment)

Initiate of the Sevenfold Veil - lots of flare for 'protecting' the party and being a good wizard class is worth it, right?

Of course, this is also a good reason to take Spell Focus - as with a Sorcerer it would free up some spells known slots that might be otherwise spent on defensive spells.

What feats to take?

Depending on your wisdom - Arcane Disciple can be a fantastic feat for a Sorcerer (especially one concentrating on buffing, since DC's won't be a problem).

Core alone luck and travel domains both have some nice buffs.

Unfortunately you didn't look at Arcane Thesis, which does not state that you can't reduce the LA to +0 ;) Also the best way to buff the party = killing everything before they have a chance to get hurt?

12th: Reach Spell

Spells?:

This looks like an excellent progression. Arcane Thesis is nice, but I don't think you want to focus on just a few spells in this build (it is an option, though).

What else in the party, currently?

Here's some core only spells to consider:
1 Enlarge Person*, Mage Armor
2 Bull's Str (retrain later), False Life*, Invisibility
3 Haste*, Fly*, Greater Magic Weapon
4 Polymorph*, Greater Invisibility
5 not many "true" buffs that are unique...
6 Greater Heroism, Tenser's Transformation, True Seeing
7 Limited Wish
8 Mindblank*, PAO, (crappy ones -Antipathy, Iron Body)
9 shapechange*, Foresight

Honestly, though, you probably don't want that many buffs, but rather just a few really good ones*.
