First Time Player-Racial Substitution Question

Hey, I'm a 4e baby that's just starting to explore some of the other editions. I'm going to be playing in a 3.5 game with some other people soon, and I'm making my first character. It's a Dwarf Fighter, and I just had some questions about the Dwarf racial subsitution level rules in the book Races of Stone. 


It explains that when you next gain a level, you don't actually gain the class' benefits of that level (because that was replaced with the racial subsitution, and you instead gain the benefits of the NEXT level higher. Here's my first question: 

If I'm only looking at taking the racial substituion level for level 1, the starting level, since I'm not actually leveling up to one, when I next gain a level, would I be getting the benefits for a fighter of level 2, or level 3? 

 

And my second question, the book says that the substitution completely replaces the features of that class level; however, in the book races of stone, the description of the Dwarven racial level 1 doesn't mention anything about being proficient with medium or heavy armor. If the racial subsitute comepletey replaces the 1st fighter level, does this mean my Dwarf fighter won't be proficient with those armor types? 

I'm sorry if this was too rambly and I was unable to accurately convey the information needed to get my question answered, but thanks for taking the time to read it.
