I am looking to make a Hellfire Warlock build, at 17th level, for an arena. Fluff matters little, Its all about the power, but I'd prefer to stay away from questionable rules and things.

Yes, I understand Warlock is sub-par. But Legacy Champion has been approved to work on HfW levels, so I'm good. But, I have absolutely no practice building Warlocks, much less Hellfire Warlocks.
Here is the long list of rules.
Show

* All characters start at one of the following levels, with the appropriate experience for that level: 1, 4, 8, 12, 17
* Starting gold is the maximum possible for a character of your class, or the appropriate wealth by level as presented in the DMG on page 135.
* Gear can be purchased from any non-banned source. This includes magic items from the DMG or other source books, so you may start with Potions of Cure Light Wounds or other gear.
* A special note: All the mundane clothing outfits found in the PHB or SRD, excepting the Cold Weather Outfit, are free in this Arena, so you can dress your character however you wish. You are not required to have your character wear clothing of any sort, but it is recommended.
* Characters may not purchase any mounts, attack animals, mercenaries, undead, with the exception of a single mount. Possession of more than one mount is prohibited.
* Characters of any class will be accepted, as long as it is official WotC material from a non-banned 3.5 D&D source, or from the submissions post of acceptable homebrewed classes.
* Any race with no more than a +1 level adjustment is allowed. Races with a level adjustment must work out a racial class with any referee.# Characters may not be of a race that has any racial hit dice.
# Characters may not have any template applied to them, with the exception of the dragonborn template from Races of the Dragon.
# Ability scores will be generated using a 32-point point buy.
# Hit points are maximized for first level, and averaged as given in the DMG forevermore afterwards.
# Alignment doesn't really matter, except in the cases of alignment-based spells and items, such as paladin spells or a Protection From _____ spell.
# Paladins,Clerics, and other characters with alignment-based codes of conduct are not required to uphold those restrictions to keep their abilities. For example, a Paladin can use poison without losing his powers, but a Knight must continue to operate under the restrictions of the Knight's Code (as they are not alignment based).
# Multiclassing XP penalties are removed, for ease of bookkeeping. Otherwise, multiclassing is as normal.

Spend a feat on Bind Vestige to Bind Naberius.

Use the Eldritch Glaive.

Wear Anklets of Translocation (MiC)

You know, I never thought about the feat to replace an entire level of Binder. +1d6 damage, I guess.

Chausible of Greater Fell Power adds another +2d6, so thats 21d6. Maybe a Warlock's Scepter for +5d6 on any two eldritch blasts during a match? It's only 2 fights, so that scepter will last plenty long enough.

The "Bind Vestige" feat won't give you Naberius' healing. Read the description for it. You have to take the level in Binder to get that ability.

However, if Magic of Incarnum is allowed, you may be able to take the feat "Shape Soulmeld: Strongheart Vest". Every time you take con damage, it reduces that damage by one point. Since hellfire only does 1 point at a time, that would reduce it to 0.

Personally, I wouldn't allow it in any game I read due to that obviously going against RAI (since hellfire says that it won't work if something makes you immune to con damage, I think the author's intent was clearly that you must take the damage), but some people don't have any problem with that.

What is your dm's interpretation of how eldritch glaive functions? I personally dont support this view but there are people who believe it works with power attack. Make yourself a generic FB build with that as your weapon and you'll be doing steady ungodly damage as touch attacks (Make sure to take that one level of Lion Totem Barb!). I think there's a build following the same concept in the warlock handbook.

the feat does not work to bind naberious. you dont get that ability with the feat, you have to take a level of binder... i prefer to use a feat to shape soulmeld the strongheart vest.

5 Legacy Champ
----------------

Eldritch Blast as 16th level Warlock: 7d6
Hellfire Blast as 8th level Hellfire: 16d6

Total Hellfire Blast: 24d6

1st level of LC has no effect.
Secondly, has anyone considered that the rules don't prohibit Gestalt?
Mwahahahahaha!

8 warlock,3 hellfire, 6 Legacy Champ // 1 binder, 1 LC, some 15 level pouncing build.
Use Eldritch Glaive.

17th level Warlock casting, 9th level hellfire blasting, Naberious pact, if your allowed make a custom legacy item with things that help you, if you don't need binder and SHV is allowed use, change binder to something else useful. ;)

And, if your going to make your own legacy weapon, you could have it add to your EB too. There is a Sneak Attack boosting ability for Legacy Weapons, adds 1 die of damage on tables A, D, and G, which you can change to Eldritch Blast. Legacy Weapons are adaptable, and the book encourages you to make your own abilities.

If your DM gets upset, point out that an item that gives a Rogue +1d6 sneak attack, the Rogue's Vest, costs 18k, and the same cost gets an item for Warlocks, Chaucible of Fel Power, that adds 2d6 to Eldritch Blast.

Yeah, and even better is that with eldritch glaive the main advantage of sneak attack is gone.
i.e. instead of getting +1d6 for as many as 3 attacks, you gt +2d6 for as much as 3 attacks.

Unfortunately, Gestalt is not allowed. It's further down in the post, under a heading "Things from UA not allowed".

I'm just trying to get a custom Legacy Item approved, actually.

Well, standard cheap warlock/HFlock/LC build would seem a decent shot then.
I dunno how early entry you can get, K:TP 12 seems harder to reach, as you'd need 9WL.
If you can waive the 10th level CHAR requirement, go with 8 warlock,1 LC, 3 HFW, 5LC, for 16d6 HF, EB 7d6, for a 23d6 total. Add in the item for a 25d6 EB. Use the Eldritch Glaive for 75d6 per round, touch attacks. Try to take one of the maximize EB feats, then you do 450 damage per round, or 150 if you can't do it with EG.

I thought that was a given.
