Help, I need to rearrange the landscape!

Without going into too much background about the game, I am playing a pair of psions (one Telepath 5/Thrallherd 5 and his thrall of one Kineticist 9 at the moment) and I need to find a way to raise a sizeable island further above sea level. Alternatively, I need to find a way to reliably destroy a vast, surrounding wall of regenerating coral that blocks teleportation. This seems like a job more suited for high-level spells or powers like Wish or Reality Revision, but I'd really rather not wait until my characters gain another 8 levels to affect this plan.

I'll probably have to enlist outside help for this endeavour, but the DM is amenable to semi-cheesy shenanigans as long as it fits the concepts of the game and isn't completely silly and immersion-breaking.

Ever heard of the Locate City bomb? You could probably use it on coral, since coral is made of creatures. You'd kill everything in the area though.

Ah, yes... I guess I *should* have mentioned that there's a city on said island, which needs to survive unscathed.

The spell 4th Control Water can control vast amounts of water. You could concievably transport loads of sand by alternating the raise and lower effects of the spell and create small sand islands ontop of the coral bands. Those will doubtfully block the magic emanations that block teleportation.

Coral is build largely from silicium carbonates, which dissolve at a certain pH level in water. By dumping large amounts of acid in the surrounding sea you should be able to destroy the coral reef in a matter of weeks, months or years depending on the the amount of acid available.

Acids are hard to come by on small island but bird feces are a good starting point.  Pooling resources for a large casting of (psionic) fabricate might be a solution depending on hte available spell or psionic power.
