Illumians and Able learner

I've seen so many people mentioning that illumians are able to pick the able learner feat because they have the human subtype. Where is it written that having a specific subtype is enough to qualify for options only available to the ‘real’ type? 

Illuimans and able learner are even from the same book (Races of Desinty), so if illumians really should be able to pick the feat, wouldn't the race have been mentioned under the feat’s prerequisites?


Help me out here. 



Edit: Ah, even the FAQ suggest it isn't possible: "(...) For example, despite having the human subtype, illumians (from RD) are not eligible to select any of the dragonmarks available to humans (Mark of Finding, Mark of Handling, Mark of Passage, and Mark of Sentinel)". 

Guess people just interpret the rules to help their own cause (never seen that before!). Anyways I'll allow it in my game. Seems fair to me.
