Is there any way to improve the attack roll (for ranged touch attacks for spell) without using class features or feats? basically I was thinking about spell, items or items crafted based on those spells. Even simbionts, parasites or other random crap will do or a way to use int bonus instead of dex one to do that, as long as it's not a class or feat.

the second option is to use spells like Magic missile that no need ranged touch attacks....

what are ur solutions?

thanks a lot for your time.

Off the top of my head... true strike, sure strike, cat's grace, otherwise increase your Dex, shrink in size to get size bonus to attacks.

There are items to increase ranged attack rolls...stuff like warlock's scepter, pale green ioun stone, etc. Get a couple of those, and once you get to level 10 or so you shouldn't have any difficulty hitting touch AC's.

Assuming you want to do damage?

Flaming Sphere is underrated, but it needs to be your very first action in the fight to be worthwhile.

Fireball has a huge range.

Wings of Flurry does force damage, and dazes opponents who fail their save.

Can't go wrong with Magic Missile. You can also search spells here, and see what attack spells don't require an attack roll (they will allow spell resistance, though, most of the time): http://www.imarvintpa.com/dndLive/index.php
