I'm currently looking for a feat for an item creation character that lets you create magic items for cheaper. I could have sworn I've seen it somewhere but I cannot remember where.
Anyone have any idea if it exists for v3.5? And if so, what book is it in?

Extraordinary artisan, exceptional artisan, and legendary artisan, all fro the Ebberron campaign setting. These apply to all items crafted. There is also magical artisan, which only applies to one selected item creation feat, but that one is not Ebberron.
As mentioned there are some things and almost all of them are in the Eberron Campaign setting mostly to be used with its Artificer class.

As far as the base crafting goes you can grab Apprentice (Craftsman) and get 10% off all material costs.
