This thread will hopefully be a good resource for when you find your build needs that 1 (or more) extra feat. It has two sections, the first being items that actually grant feats (and so allow you to meet pre-reqs), the second being items that effectively grant feats. I think there's a strong argument to say that when something grants you the benefits of a feat, one of the benefits is meeting pre-reqs.
Format: Feat (Item, Cost, Book) Restrictions

1. Items that actually grant Feats

Alertness (Ioun Stone (Dark Blue Rhomboid), 10k, DMG)
Combat Reflexes (Serpent Armour, 12k, MIC)
Far Shot (Helm of the Hunter (Array of the Manticore), 9k, MIC) "grants you... the benefits of the Far Shot feat"
Far Shot (Horizon Goggles, 8k, CM)
Great Fortitude (Belt of Endurance, 10k, A&E)
?Improved Initiative (Bracers of the Blinding Strike, 102k, MoF) "give the wearer the benefits of the improved init feat"
Improved Unarmed Strike and Improved Natural Attack (Unarmed Strike) (Fanged Ring, 10k, Dragon Magic 101) The INA only works if you're a monk or already have a natural attack (see post 26)
Mobility (Mobility armour enhancement, +1, MIC)
Mounted Combat/Ride by Attack (Battle Bridal, 9k, MIC) Only when mounted
Ride by Attack (Riding Boots, 12k, MIC) Only when mounted
?Run (Panther Mask (Gharyn's Monastic Array), 2,700, MIC) "provides you the benefits of the Track feat"
Skill Focus (Knowledge: History, Nature or Religion) (Frog Bane's Fane, 2k worth, CSc)
?Track (Mask of the Tiger (Garb of the Hunting Cat), 4k, MIC) "grants you the benefits of the Run feat"

2. Items that effectively grant Feats

Blind-Fight (Corsair's Eyepatch, 3k, MIC) "grants you the benefit of the Blind-Fight feat for 1 min." Usable 3/day, Swift (also grants See Invisibility).
Empowered Turning (Greater Holy Symbol, )
Evasion (Ring of Evasion, 25k, DMG)
Extra Music (Songblade, 6,400gp, CV) Only when wielded and only 1 extra bardic music/day
Extra Slot (Pearl of Power, Lvl*Lvl*1,000, DMG)
Extra Slot (Momento Magicka, Lvl*Lvl*1,500, MIC)
Extra Spell (Runestaffs (various), Varies, MIC) Generally only x/day
Extra Slot/Spell (Wands and Staffs, Varies, Everywhere) Normally 50 charges, not permanent
Extra Stunning (Monk's Belt, 13k, DMG) Only 1 extra stunning attack/day
Extra Turning (Nightstick, 7,500, LM)
Extra Turning (Reliquary Holy Symbol, 1000, MIC) Number of extra turn attempts given varies
Improved Unarmed Strike (Bracers of Striking, 1,310gp, MoF) Upgradable as a double weapon
Improved Sunder (Sundering weapon enhancement, +1, MIC)
Improved Sunder (Dragonfang Gauntlets, 8,610gp, MIC) 3 attacks/day
(Sudden) Metamagic feats (Metamagic rods, varies, DMG and MIC) 3/day, doesn't change spell level
Metamagic Spell Trigger (Metamagic Wandgrip, 6k, CM)
Precise Shot (Precise ranged weapon property, +1, MIC)
Quickdraw (Eager weapon enhancement, +1, MIC)
Spell Penetration (Third Eye Penetrate, 8k, MIC)
Sudden Extend (Aquamarine of Spell Extending, 3,700gp, PGtF)
Track and Scent (Headband of Pursuit, 15k, Secrets of Sarlona)
2WF/Improved 2WF (Gloves of the Balanced Hand, 8k, MIC)
Uncanny Dodge (Warning Weapon, +1, MoF)
Weapon Prof: Bows (Bracers of Archery Lesser or Greater, 5/ or 25k, DMG) Not crossbows
Whirlwind Attack (Whirling weapon enhancement, +1, MIC)

Ring of Evasion

While you can get evasion through feats I'm not entirely sure that this fits the thread idea.

Good idea for a list. Do you plan on updating the original post yourself, or do you think it would be easier to keep a publicly editable one on the CO Wiki?

Sorry, I couldn't find the "flog website" tags, or I'd use them.

Bracers of Archery, Greater
The bracers empower the wearer to use any bow (not including crossbows) as if she were proficient in its use. If she already has proficiency with any type of bow, she gains a +2 competence bonus on attack rolls and a +1 competence bonus on damage rolls whenever using that type of bow. Both bracers must be worn for the magic to be effective.

Bracers of Archery, Lesser
These wristbands function as greater bracers of archery, except that they grant a +1 competence bonus on attack rolls and no bonus on damage rolls.

Both give bow proficiencies.

Also, all the metamagic Rods.

I'll post the Ring of Evasion anyway, although archerpwr is probably right.

I don't have MoF, how much are the Bracers of Striking?

I'll try to keep it updated. I doubt there will be many more as feats-for-gp are hard to come by. I notice someone has already linked to this thread on the CO Wiki. Thanks.

Also, I don't know psionics, but are the feats that grant extra power points? I seem to remember there were items in the MIC that also granted extra power points? Anyone know?

1,310gp for the base item, normal increases for any extra enchantments (though, they are treated as a double weapon.)

A couple FR items --

Warning: The wielder of a warning weapon never loses his Dexterity bonus to AC if caught flat-footed (just as if he had the uncanny dodge ability). This doesn't stack with any other form of the uncanny dodge ability.

CL 7th; Craft Magic Arms and Armor, uncanny dodge ability; Price +1 bonus.

Aquamarine of Spell Extending: This blue stone is mounted in the center of a gold and silver hourglass. Once per day, the owner can gain the benefits of the Extend Spell feat on any spell of 6th level or lower that she casts. The affected spell uses its normal spell slot (not a slot one level higher, as use of the feat would require). A caster who does not prepare spells still must pay the penalty of an extended casting time when using this item. The item must be held in the caster's hand while the spell is cast to gain this benefit.

Strong (no school); CL 17th; Craft Wondrous Item, Extend Spell; Price 3,700 gp; Weight 1 lb.

No, and if you didnt' have a natural weapon or a level in Monk, the granted Improved Natural Attack wouldn't do anything for you.

Remember the item was created for Dragons.

OK, I've updated the list but have some questions:

Where is the Greater Holy Symbol from, and how much?

Where is the Bracers of the Blinding Strike from, how much, does it grant the feat or just effectively, and what are the other benefits it gives?

The Monk's Belt doesn't seem to give IUS according to the SRD, but it does give 1/3 of Extra Stunning so I've added that.

Do people think that "provides/grants the benefit of" means that it gives you feat enough so that you could qualify for a prestige class from it? It seems to me that getting into a prestige class is part of the benefit of the feats, but others may disagree. Anyway, I've added the two set items to part 1, but I can change that if enough people disagree with my reading.

I added all the staffs/wand together under extra spell/slot. It's not quite what I was getting at, but I'll add it anyway. It's not as if people will forget they exist. But the Eternal/Wand of Heroics is good. Just need 24 of them and you've earned yourself an extra fighter feat for only 106,080gp. ;)

I won't be able to update this post for the next two weeks, but will continue to update it after that.

Not sure if this qualifies for the discussion at hand, but a use-activated item of Heroics (Sor/Wiz 2, Spell Compendium) adds up to 15k, and can grant any one Fighter Bonus Feat, provided the user meets the prerequisites.

I won't add crafted magic items that aren't specifically listed. Also, I believe it is 18k (2nd*3CL*2000*1.5for duration). That's for a use activated/continuous item assuming it fits the body slot. If you wanted a non-slotted item, 36k. Which might not be such a bad deal if the feat is worth it.

Thanks for the info on the Bracers of the BS.

Can't recall the exact item name, as I am at work and don't have access to my books, but in the MIC, under the manticore collection, the helmet gives you Far Shot.

Also, the XPH also allows you to get the "Sundering" Enhancement which basically gives you Improved Sundering.

It's class-specific, but the PGtE has a zaelshin tu item which grants a Revenant Blade (PrC from the same book) an extra feat slot, chosen each day from a list. (The class gets 3 'floating' feats over 5 levels normally; this adds a 4th floating feat.) Cost is quite low - less than 2K, I think, though I'm AFB.
