Okay, here's the deal.

I'm running a core 3.5 D&D campaing. And I need myself a Lich to be the main antagonist.

Problem here. Never played a wizard. My entire spellcasting experience is limited to clerics.

So what I need is a simple build, with feats and used spells and with what metamagic.

I know it might be a lot to ask. But being one of the most common bad guys, I'd bet someone has a build in their table drawer waiting to be dust of. Also I'm thinking about having my party of 5 to get to level 15 aprox when they finally battle the lich. So adjust and suggest accordingly.

Million thanks.

Play it a generalist wizard. It won't have many direct encounters with the party, but can use a lot of out-of-combat spells from Enchantment and Necromancy. It's Core only, so it needs Contingency as well.

Give it Leadership.

One of the fun Core tricks to do with Necromancy and the lich is Magic Jar. See the lich doesn't need to worry about the range to its Magic Jar, because it can reform from its phylactery. It's free to wander about relatively worry-free. The soul of its victim will depart to the outer planes if it's killed, but the lich will be pulled back to the phylactery. Freedom!

Yuck... Don't make him a lich, Make him a necropolitan. It is a ritual that turns one race undead for LA+0.
Lich is something I would suggest to someone of 20-th level, since increasing the HD in a game that isn't going to go epic is fine.
Anytime before that, it is absolutely horrid.
So, here is what you do.

For now, lets suggest that this Undead spellcaster is level 15. Normally for one enemy, I would have the level be +4 CR, but, we shall do this in the easiest way possible.

For a straight 15 level wizard, I would make it into a martial wizard. I feel like the regular feats can be spent on magical ones, and the extra fighter feats make for an interesting array of abilities to be used.

Feats
1.Ocular spell+ Collegiate wizard
3.eschew spell
6.Undead Leadership
9.Rulership
12.Smiting spell
15.Craft contengient spell

Bonus fighter feats
1.Improved Initiative
2.Improved unarmed strike
4.Superior unarmed strike
6.Two weapon fighting
8.Snap kick
10.Versatile Unarmed Strike
12.Daunting presence
14.Two weapon focus

Spells.
I will assume that this character researches 4 extra spells per spell level, for the spellbook.

1st level.
shield, grease, Orb of sound lesser, Summon undead 1, True strike, magic missile, color spray, magic weapon

2nd level
Detect thoughts, web, Touch of idiocy, blur, blindness/deafness, alter self, rope trick, darkness

3rd level
Dispel magic, greater mage armor, clairaudience/clairvoyance, resonating bolt, displacement, undead lieutenant, vampiric touch, stony grasp

4th level
Dimensional anchor, otiluke's dispelling screen,  stoneskin, dimension door, orb of force, shadow conjuration, enervation. rary's mnemonic enhancer

5th level
Mordenkainen's private sanctum, Cloudkill, telekinesis, teleport, rary's telepathic bond, feeblemind, mindfog, shadow evocation,

6th level
True seeing, contengiency, burrow mass, darkvision mass, disintegrate, mordenkainen's lucubration, contagion mass, probe thoughts

7th level
Spell Turning, hold person mass, ethereal jaunt, reverse gravity, Limited wish, arcane sight greater, scrying greater, prismatic spray

Based on the build, This is an undead wizard, who wields martial arts, and is very good at delaying spells. It uses smiting and ocular spell to have spells on each hand and eye readied. This guy is built for completely dominating opponents and providing assistance to his shambling army. He can see in the dark and doesn't need to breath, so he uses lots of cloud spells to make sure each enemy he has is slowed, blinded and takes damage for every round they are fighting.

He also has dimensional anchor, which makes sure the party doesn't move an inch.
They are trapped in the battle. He is also an EXCELLENT buffer, using many spells to become a force of destruction.
He is very good at divination, and will be prepared to fight the opponents,MANY rounds before they get there. He literally won't be caught off guard. And is good at mind reading, able to find out what the party knows (like classes, spells prepared, strategies).

Finally he is very good at completely shutting down the buffs they have prepared, and casting spells that he doesn't have prepared.
Use craft contengient spell to make sure every single buff/debuff is prepared, and fill the slots with everything else.

Undead leadership should be used to create a necropolitan Cleric of undeath, deathless, oracle, and undead.
Create only necropolitans with him, cast undead lieutenant on him, and have a handful of fighters with bows as your followers.
Cast desecrate with the cleric to empower them.

For the cleric
Extra domain& Extra turning
Extend spell
Persist spell
Dmm:persist spell
Domain sponaniety(undead domain) OR landlord

Make all the followers into Lion totem ferocity barbarinan 1/Sneak thug X
With mass burrow, they all come out of the ground to serve your king of undead, and flank the party.

Wizard 7/Loremaster 5/Archmae 5/Loremaster 3

Any feats that increase your save DCs are good feats. I like the ideaof leadership, use it to attract a bunch of sentient undead. Preferably some who can spawn more undead. Use that to suppliment the horde. Spell focus in multiple schools isn't a bad thing if you can.

At level 15 fighting a single classed foe even if level 20 shouldn't be too hard. Adding lich increases the CR by 2. This is probably a CR 18 fight, which is right around where you want for a boss fight for level 15 guys. If they level you will need to give him helpers in the final fight to make it harder. (You might consider that anyway) Especially if there are 5 of them.

Spells- lots of enchantment, illusion, necromancy. Very little evocation. Divination can and should be done for pre-fight spying, but rarely mid fight. You want spells with a save or loss effect. Not neccessicarily die because your PC's will then be dead.

Is this going to be just core or core plus completes? Every extra book allowed makes a huge difference.

If your party is not too powerful and you have Libris Mortis, you could just use Dread Necromancer. It's a very cool and effective class, it isn't overpowered and broken AND it gives the lich template for free.

If your party IS optimized and powerful, than make a batman wizard and use all of the time stop/shapechange/battlefield control tricks lol.

Lot of good info for making a wizard here.

One thing...
Necropolitan build needs to be modified to

*Fighter bonus feats*
1.Improved unarmed strike
5.Superior unarmed strike
10.Versatile unarmed strike
15 Snap kick

It's fighter bonus feats at wizard bonus rates.
My mistake. Still a potent build.
