Looking for suggestions on a character for a social city game.

I will be playing in a game where the main activity of the campaign is interacting with the denizens of a populated city. I'm looking to make a generally benevolent character that will attempt to reconstruct some sections of the city that have fallen into horrible conditions and disrepair. I was looking for  suggestions on what type of character would be best suited for city/town construction projects.

Artficer from the Eberron Campaign Setting.  They were designed to build stuff.  They're also one of the very few classes that get Knowledge (Architecture & Engineering) as a class skill.

Depending on how you fluff it (or if it would be allowed), a necromancer using Undead Leadership could have a horde of undead working around the clock (since undead don't need to stop for measly food or rest) and have construction done in no time.

I think there's a magic lyre or harp that can also be used in this instance, but can't recall what it is exactly.

I was looking to stay away from using undead, the people of the town would most likely not appreciate it.
Lyre of building from the stronghold buider's guide would be useful for construction.
I like the artificer idea, I'm looking into playing a Psion shaper with their access to creation, fabricate and the nifty astral construct.
