I saw a thread a few months ago that had all the ways you can reduce the xp and gp cost of making items. Is it still around? If not can someone post some of the stuff?

The big one is being an Artificer, in the Eberron Campaign Setting (ECS).

In it there are three feats:

Exceptional Artisan: Reduce time by 25%
Extraordinary Artisan: Reduce GP cost by 25%
Legendary Artisan: Reduce XP cost by 25%

You can only take each feat once. Also, there is a "Dedicated Wright: who makes things for you so you don't have to. - you still spend all that you need, it just doesn't tie you down for days and days while you make an item.

The problem is that the DM banned artificers. His setting has very little magic items.

Are there any prestige classes dedicated to making items?

Not that I know of, but I should warn you that a DM who banned artificers because a setting has few magic items is likely to ban a prestige class based on the same idea as an artificer for the same reasons.

He also banned psionics on non evil PCs for plot reasons until we stop the aberrations that are corrupting it. As long as we don't start pumping items into the economy It probably wouldn't bother him.

That is certainly his choice. However, be advised that the game assumes that players have a certain amount of equipment: that's the reason for the wealth table in the DMG. (p. 135)

You will find, especially after the mid-level, monsters progressively harder to defeat - they require strong magic weapons to injure, and their saves go up faster than your attacks - since it's assumed that you'll have stat-boosting items for your characters.

There is the Maester from complete Adventurer, who is focused on creating magic items.

Then there's the Battlesmith, who isn't a caster, but still makes good arms, and armor. Caster is level is triple the class levels, in addition to any other caster levels you may have... Which could be really high if you use Suel Arcanamach and Abjurant Champion, and keep your BAB perfect...

Unbound Scrolls make scroll creation very effective, though I doubt that's what you had in mind.

There's also the Magical Artisan feat from Player's Guide to Faerun. It reduces Time, Gold, AND XP costs by 25% but only for one Item Creation feat.
