Ok, at level 8 I need a character with the highest fly speed possible. Here's the weird thing. It must use only mudane, racial, and extrodinary abilities (no magic, supernatural, or divine) and the maximum level adjustment is +1. GO! :D

(dont ask questions)

Be a hulking hurler, throw things, invoke conservation of momentum to send yourself flying in the opposite direction.

You'd have to do a bit of math to figure out your speed, but I bet it'd be pretty darn good.

Aasimar + Celestial Bloodline (feat) + Outsider Wings (feat) gains wings and fly speed equal to land speed. Requires 2 in all base saves. Use class levels/feats/traits to increase your land speed.

(Or Tiefling + Fiendish Bloodline + Outsider Wings)

Speed of Thought adds +10ft to all forms of movement.

Step 1: Find a Tiny-sized PC race (jermlaine from MMII should work).
Step 2: Get a hold of a Small air elemental in a "mudane, racial, [or] extraodinary" way (e.g. Improved Familiar feat or Elemental Companion druid class feature should do it).
Step 3: Tie a wee gondola onto your elemental and you have a little zeppelin to fly around in (200' 100' fly speed).

Note: An 8th level druid could get a Medium air elemental, so a Small-sized character should be able to fly around with one (allowing for weight).

You don't know what you've just done, hogarth.

What, I divulged the shocking secret that air elementals can fly pretty fast?

Unfortunately, I screwed up the speed -- air elementals only fly 100', not 200'. For a faster mount, you probably have to go with a dragon. An 8th level character should be able to get a very young white dragon as a dragon cohort; they can fly 150'.

Along the same lines, a small sized Wiz/Sorc could possibly use the Dragon Familiar feat to get a Tiny, Wyrmling White dragon, cast Enlarge Person on it and Reduce Person on yourself. You should be able to ride it with a fly speed of 150ft.

Might as well go for White Dragonspawn Draconic Right of Passage Kobold Sorcerer for extra cheez.

Edit: You'd probably have to go the Kobold route to be a 7th level caster by 6th to meet the feat's prereqs.

That doesn't meet the original poster's "no magic" criteria.

similar to cru's idea ..... try this:

Dragonborn Aasimar

Monk 7

2 flaws required:
Vulnerable
Murkey Eyed

Feats:
Celestial Bloodline (Flaw bonus)
Outsider Wings(Flaw bonus)... fly at Land Speed
1st lvl: Air Heritage(+30 flight speed)
3rd lvl: Improved Speed(+10 all modes of speed, +20 Flight speed)
6th lvl: open feat

Land Speed for this Monk = base 30 + 20 Monk +10 Imp Speed) = 60' speed

Flight Speed = Base 60 + 30 Air heritage +20 Imp Speed = 110' Flight

There's a cleric domain (sky) that gives +5 to flight/glide speed
Or the dark template, for a +10 to all movement speeds= +20 to flight

good catch... but the problem is he wants max LA +1 ... and Aasimar dont have Cleric or Monk as Favored classes

Celerity... gives +10’ land movement when wearing up to Light Armor & carrying up to a Light Load.... for this Build, that would give it 120' Fly speed if you went with Monk 6/ Cleric 1... but then you get XP penalties

Then go Ex-monk 3/Ardent 1/Barbarian 1/Cleric 1 with the Ascetic Psion feat (or whatever it is called). You still have one level with, and you get two more +10 boosts. Add a second level of Ardent and Practiced Manifester, and you have full manifester level, with up to 4th level powers. Add Tashalatora, and you have full monk abilities, too. :D

now thats nice... but to avoid XP penalties, it would have to be:

Dragonborn Aasimar

Monk 3/ Barbarian 2/ Cloistered Cleric 2

Domains:
Celerity
Sky
Knowledge

2 flaws required:
Vulnerable
Murkey Eyed

Feats:
Celestial Bloodline (Flaw bonus)
Outsider Wings(Flaw bonus)... fly at Land Speed
1st lvl: Air Heritage(+30 flight speed)
3rd lvl: Improved Speed(+10 all modes of speed, +20 Flight speed)
6th lvl: open feat

Land Speed for this Monk = base 30 + 10 Monk +10 Imp Speed +10 Barbarian +10 Celerity Domain) = 70' speed

Flight Speed = Base 70 + 30 Air heritage +20 Imp Speed +5 Sky= 125' Flight

yes its doable... for the Open Feat... you could boost it further with:

Dash[General](CWar p97)
— You may increase your movement by 5’ as long as you are wearing no more than Light armor and are no more than Lightly Encumbered.

giving a Flight Speed of 130'... but i would rather take one of these two:
[indent]
Improved Flight[General] (CAdv p110)req: Ability to fly
Your maneuverability while flying improves one step (clumsy → poor → average → good → perfect).

Flyby Attack [General]Prerequisite: Fly speed.
Benefit: When flying, the creature can take a move action (including a dive) and another standard action at any point during the move. The creature cannot take a second move action during a round when it makes a flyby attack. Normal: Without this feat, the creature takes a standard action either before or after its move.[/indent]

No it wouldn't. The Ascetic Psion feat (I don't think that's the name... it's also in Secrets of Sarlona) makes monk a favored class on top of your normal favored class (it can also be taken as a monk bonus feat). So the build I presented (Monk3/Cleric1/Barb1/Ardent2) has no XP penalties.

The Time mantle gives you another +10 feet speed from Ardent. You could also add Speed of Thought, if you have enough feats (you probably wont :P ). I'm not sure if all of those stack, but I know most of them do. The ardent one is unnamed, and barbarian increases your racial speed. Monk is enhancement, and Speed of Thought is insight. I'm not sure about the others you mentioned.

Aasimar have Favored Class: Paladin...... Dragonborn adds Fighter... thus a Dragonborn Aasimar has Fav Class: Paladin, Fighter

so you will have XP penalties ...... if you could take the feats: Celestial Bloodline and Outsider Wings with Human or 1/2 elf (any race that has Fav Class Any) there would be no problems

Ascetic Psion adds monk as a favored class. You ignore favored classes when calculating XP penalties, and everything else in my build is within 1 level. So it has no XP penalty.

im sorry... i dont have that book available right now... as far as i can remember it does this:

Ascetic Psion...............req:Narrow Mind....allows you to freely multiclass with Psion and Monk, also use Int to AC instead of Wis, and lets you re-Focus as a Standard action, as well as progresses unarmed Damage

but it does not give Ardent as an Additional Favored Class, nor Psion nor Monk

I edited after looking at it online... This one would work, but it adds another feat requirement.

Additional Favored Class

Type: General
Source: Unearthed Arcana

You are more adept at combining different talents than most members of your race.

Benefit: Choose a character class, such as ranger. The chosen class is treated as a favored class for the purpose of determining whether or not your character takes an experience point penalty for multiclassing.
Special: You can gain this feat multiple times. Each time you take the feat, it applies to a new class.

Normal: Without this feat, if any class other than your race's favored class is two or more levels lower than your highest-level class, you take a -20% penalty to XP earned for each class that is not within one level of your highest-level class.

Ok, here we go. From the "Lists of Stuff":

Feathered Wings, fiendish graft, Fiend Folio: flight speed = 2x land speed.

So we can be human to dodge the XP penalty.

Monk 3/ Barbarian 1/ Cloistered Cleric 1/Ardent 2

Domains:
Celerity
Sky
Knowledge

2 flaws required:
Vulnerable
Murky Eyed

Feats:
Speed of Thought (Flaw bonus)
Dash (Flaw bonus)
1st lvl: Air Heritage(+30 flight speed)
Monk bonus 1: Monastic Training (Ardent)
3rd lvl: Improved Speed(+10 all modes of speed, +20 Flight speed)
6th lvl: Practiced Manifester (Ardent)

Land Speed = base 30 + 10 Monk +10 Imp Speed +10 Barbarian +10 Celerity Domain +10 Time Mantle +10 Speed of Thought + 5 Dash = 95' speed

Flight Speed = 190 + 30 Air heritage +20 Imp Speed +5 Sky= 245'

What penalties does the graft possess? In terms of roleplaying, how so you get them so early? And Why the heck do youu want this? It is cool to outrace a great wyrm force dragon in a no magic race (assuming you can see it), but what can we use this for?

I think you're slightly better off in terms of speed with a Catfolk (base 40' speed) and taking off one level of Ardent.

EDIT: One caveat, though -- psionic feats are (Su) abilities, so they don't meet the original poster's requirements.

Eh, it only loses 10 feet off the land speed, then, which is regained by going with your suggestion of catfolk. You'd need to take Additional Favored Class (Monk) instead of Practiced Manifester: Ardent, and the character will be pretty useless overall, but it will have the same speed. I had actually left out the human bonus feat, so that's no problem.

I'm not sure if the Time Mantle ability is Su or not. It's not a feat.
