#2 balesir May 10, 2012 6:17:15	Some of the "Rare" items seem just odd - Glowing Globes a level 3 item that just makes light or is a consumable item that blinds with a burst 3 that is not an attack? How is that 'not an attack' going to work out in practice? And shouldn't the "Daily" power be "Consumable", since the globe is destroyed when it is used? More serious gaps, though, come with the Velvet Crown: "creates a zone that no sound can be made in, and no noise from outside the zone can be heard in it or through it". Just what is this supposed to do? Does it effectively deafen those within? Does it boost the stealth of those within? With stealth covering sight, sound, smell, touch and any other senses used to detect a creature, it's by no means obvious what the removal of one sensory signal would do. This is just an item that every DM will have to create a set of houserules for - could it be made a complete rule, please? The Horned Rings and Rings of Trobriand I think would be better categorised as artifacts, since they are tied mainly to Undermountain and specific constructs, but that is an apparent blind spot more widely, so I suppose it's just another brick in that wall... Eye of Accuracy: superior benefits to level 16+ consumable (ammunition - any variety) at level 6? This and the Illumian Syllables are just consumables at levels way out of whack and with the "Rare" word tacked on... Blast Sceptre at lower level than the comparable (but weaker) Masters Wand of Thunderwave - another item given the "Rare" tag and just plain at an inappropriate level. Sorry, this "Rarity" isn't any sort of "expanded design space" - it's just power escalation/bloat, pure and simple.
#3 Neutronium_Dragon May 10, 2012 21:15:13	Eye of Accuracy: this applies to a single attack and wouldn't stack with anything else. Compared to a whetstone - which lasts for the entire encounter when applied to a weapon - it doesn't strike me as being out of place.
