But there is also problem that some classes will work best with some races because of bump to primary and even secondary stat relevant for that class. So I think that both classes and races should provide bonus to abilities that do NOT stack.
I.E. We all agree(more or less) that elves are dexterous, inteligent, wise but also little frail and xenophobic and arogant.
For race bonuses all races would have 2 out of 3 abilities that they could increase by 2 and they would get 1 out 2 abilities with -2 penalty.
Elves would choose to get +2 to two of the following abilities; DEX,INT and WIS also they would have to choose one out of CON or CHA for racial -2 penalty
Dwarves; +2 to two following abilities; STR, CON, WIS, -2 to one of the following abilities: DEX, CHA
Halforcs +2 to 2 out of STR, DEX, CON, -2 to 1out of INT,CHA
etc.....
humans while are flexible, aren't best in anything so they get +2 to two lowest scores. That defines them as jack of all trades.
now for classes;
to prevent that certain class gets too much from certain race(there will always be some combos better than others) all classes get +2 to one ability from 3 primary abilites of that class that DO NOT STACK with racial bonus but STACK with racial penalty if some one wants to compensate racial inability with hard work and training.
Fighter: STR, DEX, CON Wizard: INT, WIS, CON Rogue: DEX, INT, CHA Cleric, WIS,STR, CHA Paladin: STR, CON, CHA
etc...
