All hail Tiamat ... But can we get editors in the dragon apocalypse?

First off let me say after decades of D&D finally someone wrote a module with a legitimately difficult final fight.  The CR 30 version of Tiamat also further highlights why the CR 30 version of the tarrasque is such a joke

 

 

However as much as I love the Rise of the Dragon Queen cinematic feel what happened to the plot threads from Horde of the Dragon Queen?

 

  • HotDQ pg 48:  the black dragon twins foreshadowed and then the DM warned not to let them fight due to their role in RotDQ ... except they don't exist in the second book
  • HotDQ pg 86:  the backstory on Giants and the teaser that in the next module the party would look for a great weapon among the Giants .... annnnd that doesn't exist. 
  • RotDQ pg 94: the details of the other dragon masks that would be detailed somewhere else as the party very likely interacts with them and was teased from HotDQ .... except they aren't.  And so they are used in final battle with unknown effects.

So I have not read any of these, but are they by different authors?

 

I had to checkle, Paizo's adventure paths are famous for this.  Each book by a different author, NPC character's vanish, magic items/relics have no actual use later on, even plot hooks/twists are without story.
