For those squeemish of the idea of giving a PC unlimited flight at level 1,  here is an alternate.

 

Birdmen

+2 dex, +1 wis

Limited Flight: You have a fly speed of 50', but can only fly upto 10 minutes between short rests and not while you are wearing medium or heavy armor.  If you fly for longer, you gain 1 level of exaustion for ever 5 minutes.  The time is trippled on the elemental plane of air.

Agile: Your wings helps you balance, you gain proficency in acrobatics.

Not bad i guess. But for any DMs who'd use this; Ok, so if 4th lv is apparently when unlimited flight would be acceptable if acccomnied by a true feat tax.... Why not just design your lv1-4 adventures/encounters in such a way that an at-will flying character would also be challenged to start with? Afterall, you'll have to do that really soon anyways. A bit of practice surely couldn't hurt.

I like how you have reigned in the theoritical uses of flight, and yet the practical functionality is unchanged (read: flight as written here and the unlimited flight present in the official version of the race would not play differently at my table except in exceedingly rare instances when there are more than 100 rounds of combat or non-travel-paced movement events between rests (which, assuming the average combat length my parties have had, would mean around 15 different encounters/movement based obstacles).

 

So really, it looks like this version would be, at my table at least, a hands-down improvement over the official version because the practical usage of flight is unchanged and proficiency in acrobatics is likely to be more useful than talons.
