Brainstorming for a new Living Campaign

I am considering the organizing of a casual-style fan-run living campaign compatible with 5th edition DnD. It probably won't grow to more than a few dozen groups but it might be fun to try out.

The setting could be (not necessarily will be) based on an original idea for a campaign setting that I was never able to find time to run a few years back (changes in my schedule this year may afford me the oportunity to finally do it though). It's a setting in which all of the gods have their fates placed in the hands of mortals, causing wars to spread across the land; the faithful clash for control of each others' gods. I made a fan video for it as a project for nonlinear video editing class which I'll probably re-edit soon (for fun).

I could probably use Google Docs to upload adventures, and make a wiki for players to reference the lore of the setting.

I'd probably have to write most of the adventures but a special template will be made available for volunteers to submit adventures. I'm thinking of designing a new streamlined template that makes adventure writing quick and easy while retaining a high standard for quality.

Until a license is acquired, there would have to be strict rules about how things are referenced so that Hasbro doesn't shoot forth it's lawyerizing breath weapon upon the project.

XP will not be used. Players can adjust their characters' levels to the recommended level for a mod. New characters can be played at higher levels.

Magic items. A character can have X number of items of different rarities at different levels. Start each mod with X amount of wealth etc. - it will be assumed that anything can happen between adventures (ex. PC has a stash in a town or pocket dimension somewhere so that he/she can modify his/her equipment and carry-on luggage before the next adventure). Loot drops can be used during the adventure but are separate from the system that determines what you start the next adventure with. Batches of originally designed magic items could be posted on the google docs for the convenience of players who do not have access to the DMG (this could be a bit of tight rope for balance in some cases but it's doable). EDIT: By originally designed I mean designed for use in the campaign and not from a published source (unless a publisher donates use of their stuff).

Players and DMs could submit their results and share their opinions on how they'd like the storylines to progress on forum threads. Feedback will also be collected on how to make the adventures better or more balanced.

Ideas? Advice? Suggestions?

Contact Alphastream (as in private message) and Baldman Games (perhaps through the Winter Fantasy website).  They ran Ashes of Athas for 4e, which sounds a bit like what you want to attempt.  You REALLY want their advice before you get too far along.

They can direct you to the quest to find the legendary (and long-lost) Parchment Armor of Resistance-to-Lawyers, among other stuff.

Sounds good, but why use 5e? And not an OSRIC or something like Dungeon World?
