I thought it could, but then there is the text in DMG, page 139:   Most methods of identifying items, including the identify spell, fail to reveal such a curse, although lore might hint at it. A curse should be a surprise to the item's user when the curse's effects are revealed.

#3 WorBlade Aug 26, 2015 13:10:34	Well Identify says you learn properties and how to use them, if it requires attunement, and number of charges. Any spells affecting the item. If it was created by a spell. If doesn't note if intelligence or ill effects / side effects are noted. The DMG came second, the note might have been added to make it possible for cursed items to affect higher level PCs. I'd say the DM's choice, but warn players that Identify will not always find a curse on an item so they know what is possible.
