Is there ever going to be a PC Bulder for 5th Eddition?
Yes. It's pretty high tech though. You find this substance called "paper" and then you write on it with a utensil called a "pencil". 
Sorry ... this has been asked a lot. Presumably WOTC is looking into but don't expect any announcements until it's an actual, real system instead of the vaporware that a certain other company was developing.
Until then I would use pencil and paper or go over to enworld.org and find a form fillable pdf that fit my fancy/
