DM Basic v3 is up

Did anyone else notice that WotC update D&D Basic again yesterday (11/3/14)?  Just the DM portion, but still updated.  Any idea what changed?

Cloak of Elvenkind gives disadvantage on perception checks against you AND advantage on your stealth checks?! Anybody else feels like this is WAY overkill. Disadvantage on perception to see you seems like enough to me that way you could still benefit situationally from advantage for stealth. This just feels like "you don't get to see me, like ever" which I can't help but feel would be problematic for game balance (unless you award it at uber high level).

Now, all I need to wait for is the pre-proposed Ancient Red Dragon they said they were going to put in as Basic's top dog, plus at least one monster for each CR.

High level play with Basic is limited to low CR horde killing at the moment...

Yeah, magic items not being ubiquitous, or required for the math to work, feels more organic and special.

Without trying to open up the perrenial discussion on hiding...I think the cloak of elvenkind is a pretty good precedent for assuming that being invisible also gives you advantage on Dex (Stealth) and gives others disadvantage on Wis (Perception). I mean, the text explicitly describes the effect of the cloak as visual (not some combination of sensory effects), and if being almost invisible gives you that sort of advantage, I'd think that being actually invisible would have to be at least that good. If we go that route, invisibility is still actually a bit better, because it provides valid hiding conditions also, while the cloak doesn't say it provides hiding conditions--just that you are really good at it if they exist. I'd probably say that you need to stay still and be against a surface or in an appropriate area to get the full benefit of the cloak; you can't just run walk through a field--you have to be Frodo and Sam hiding amongst the boulders.

No. Hidden in this edition is silent and invisible. So you have advatage on dex checks to hide, i.e. becoming unseen and unheard, making other people unaware of your location.

 

the disadvantage on visual perception checks is the same as if you were in dim light, giving no further advantage in that condition.

The cloak is funny with heavy armor. It negates the penalties to hiding but they still suffer disadvanatge to spot you or -5 on passive perception. If it is really important to sneak in heavy armor we use pass without trace or enhance ability (dex) and often guidance as well.
