Skraag City of Orcs was the book I was looking for
********************************
Hi Everyone
I attempted to googlefoo this myself, but I failed hard. I remember a few years back reading a supplement (most likely 3rd party) that specifically and with great detail described the inner workings of a completely evil city. Much like the official supplements on Neverwinter and Waterdeep this particular book went into the specifics about every nuance of the city including power players, politics, religious factions, thieves guilds, sewer system, population, the different districts, etc.
(before everyone says Menzo or Ched Nasad, it wasn’t drow, but more like a melting pot of humanoid races like gnolls, ogre, orcs, goblins)
Does anyone recall what the name of the supplement?
Or perhaps there is something similar in 3.x or 4e?
Thanks in advance for your help!

| #3LediathJul 29, 2014 19:03:37 | I think it was a supplement either for 2E or 3.x...
But, Gloomwrought is an excellent alternative, I will definately be looking into that. thanks! |

Sadly I do not remember the name of this supplement. |

| #12TiaNadiezjaJul 29, 2014 21:25:20 | I don't think I've ever done an all-evil city - at least, not one run by core races. My current setting is fairly deterministic as far as the alignment of evil races (which is a first for me; I've generally avoided the Always Chaotic Evil trope for humanoids. I'm not sure how long I'll hold the determinism line, but it's an interesting deviation from my norm), so places like the Orcish fortress-metropolis of the Eye are pretty much entirely places of evil, but the worst PC-race cities tend to get in any game I run is "mostly unaligned/loosely aligned people with an evil leader and some fairly unfortunate cultural baggage."
Of course, unfortunate cultural baggage isn't limited to evil-led places. The Diamond Throne is a colonialist power with little respect for other cultures, Glantri practices serfdom, Thyatia's primary response to diplomatic problems is invasions, and Darokin's capitalistic tendencies are almost Ferengi-like. |

although I think the specific supplement still eludes me. as far as I can remember it was black and white and the city was majority half orc/orc |

thanks for everyone's suggestion though, they've all given me a ton more to read |

Good times. Good times.*
(*technically not "good" at all...) |
