Good work. I will be removing wish from the spell list, and noting that psionic "spell" variants do not have any components (you merely concentrate on creating the effect). With those changes, I think I will be using this for my Dark Sun game.
I'll have to take some time to read it more carefully, but it looks great at first glance. 
I like the basic idea you are going for. Basically just using the same spells and calling it "psychic" but frankly, you got few balance problems.
First, for the classes that would normally have the whole spell list to choose from, well.... you are limited their versatility. There is no big deal about limiting their versatility, after all it isn't the same as limiting their power. If a splatbook is ever created in the future with more spells, technically all characters right now have limtied versatility compared to those that will exist after it is released.
But in the case of Varient Wizard where Wizards normally are limited to a single school, well... your spell list contains many different schools greatly increasing its versatility. This might be okay if you restricted them so that while they may have a wider selection for its specialist spells, it is just never allowed to go outside of this range either. So a greater specialty range with a limited total range.
