Find the story to the quest here, http://community.wizards.com/forum/product-and-general-dd-discussions/threads/4239686#comment-52352366

To my players who completed a side quest, I have given them 3 minor artifacts as a reward.  Each artifact requires 2 Attunement slots.

  1. The Harness of the Champion went to the Half-Orc Berzerker Barbarian, what it does is allows him to roll 1d30 for his attack rolls, where 20 is still an automatic hit and critical, but 21-29 is equal to 11-19 all over again, and 30 is an automatic hit/critical but with an extra dice added to the critical roll.
  2. The Crown of the Little King went to the Human College of Valor Bard, what it does is increases each of the 6 stats by a +2 bonus, but no stat is allowed to go over 20.
  3. Cuffs of the Master went to the Changeling Way of the Shadow Monk, what it does is it increases the die-grade of a Monk's unarmed damage by 1, maxing it out at d12 instead of d10, and also making his unarmed strikes count as magical, silvered, and adamantine for the purposes of overcoming damage reduction/immunity.

Which one is your favorite?

Holy **** balls the crown of the little king is bonkers, by far the best of the three in my opinion. I like the harness of the champion it does a lot of funky stuff to the probability and statistics, and utilizes a d30 (a very underutilized die), and has a great AD&D feel to its operation. Cuffs of the master seems behind the other two in power by a great deal, I like what it does so far but it seems like it needs a little extra to measure up to the other two. Possibly have it grant increasing +1s to attack and damage (monks normally never see magical +1s their fists, having it unlock up to +3 to their fists at higher levels would be cool). Another way to go, instead of vanilla +1s would be to have it grant an extra attack when using flurry of blows.

I like the harness and the cuffs (with the ki blast and if you add the extra attack ). That crown sounds so boring in comparison.

To answer your question, yes, he can Flurry with the Ki Blasts, but like I said, they are a die-grade lower.  So if his unarmed does 1d8, a Ki Blast does 1d6.  The Ki Blasts also use Wisdom as opposed to Dexterity or Strength to determine ranged attack and damage.
